Protection Coordinator (PC-L) – Lima – Peru

Danish Refugee Council is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance with a rights-based approach to refugees, asylum seekers, internally displaced persons, returnees, and migrants. DRC is currently looking for a highly qualified Spanish and English-speaking Protection Coordinator for a 12-month contract (renewable depending on funding and performance) based in Lima, Peru, and Bogotá, Colombia. This is an opportunity for an experienced Protection Coordinator to support DRC’s emergency response to the mixed migration flows in Peru due to the Venezuelan crisis.

About the job

DRC is managing its operations in Peru implemented by a partner organization through its regional office in South America, in Bogota, Colombia. DRC and partners are implementing activities such as protection monitoring, advocacy, individual protection assistance, information dissemination and legal aid in Lima and Arequipa to assist refugees and migrants coming from Venezuela.

While DRC is planning to start the procedures for the legal registration of the organization in the country, it is looking for an experienced Protection Coordinator to support the partner organization in implementing the above-mentioned activities in the city of Lima. The PC – L will be in charge of capacity build partner´ staff and supervise field operations. The PC-L will also be in charge of all technical deliverables (in particular the monthly protection monitoring snapshots and quarterly protection monitoring reports) and to coordinate with relevant inter-agency protection fora in the country. Moreover, the incumbent, if requested, could support DRC regional protection capacity building programs for Protection clusters and working groups in various country. The position will be based in Bogota, Colombia with monthly travel to Peru (approximately 50% of the time in Peru and 50% in Colombia), and – if requested – to other countries in the region for the regional protection capacity building program. Finally, the PC-L will support DRC management team in developing new project proposals for Peru.

The position will include the line technical supervision of 12 national staff in cooperation with the implementing partner.

Main responsibilities

• Project Management and implementation – protection monitoring, legal aid, advocacy, information dissemination and individual protection assistance.
• Coordinate, plan and monitor all protection related project activities. Supervision of protection monitoring in an emergency context, including advocacy, individual protection assistance to individuals at heightened risks, service mapping, information dissemination activities, and cash for protection.
• Liaise permanently with DRC partner organization, UNHCR and other protection humanitarian actors in the intervention area.
• Ensure the highest quality of the sectoral interventions, and the coherence between all projects, ongoing and proposed, according to the overall strategy.
• Take leadership of the project programs in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanism on site and in synergy with other DRC interventions in the area.
• Ensure continuous learning of the team, including the development of relevant materials and SoP’s.
• Provide inputs for monthly, quarterly, and annual donor reports.
• Provide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum DRC and donor requirements.
• If requested, to provide support to DRC Protection regional team for the regional protection training program in various countries.

Program development and strategy

• Representation of DRC and active participation in sectoral and relevant sub sectors/working groups.
• Oversee knowledge sharing across teams and ensure that monitoring and evaluation results are understood and used to improve programs.
• Drive the development and growth of the relevant programs within the DRC program objectives and feed into country-wide strategy development.

Accountability and reporting

• Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives within relevant project program as well as strengthening the effort to document the impact of activities.
• Ensure compliance with internal and external reporting requirements including procurement.

People Coordination

• Lead and supervise project staff members in cooperation with implementing partner’s management including coaching, ensuring coordination, recruitment, and capacity development.
• Provide on the job training as much as required and adapt trainings/coaching to specific staff needs.

Coordination:

• Ensure the coordination with relevant protection actors in the area of intervention.

As Coordinator the post-holder is responsible for the following:

• Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility.
• Accountable for making significant decisions on what the unit does: its purpose, functions, and role, and for making commitments and decisions that require the expenditure of significant unit resources.
• Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC.

Reports to: Regional operational Director

Required experience and competencies.

• Minimum 4-6 years of proven protection international experience in NGO projects.
• Proven experience in implementing protection activities in complex emergency contexts.
• At least 3 years’ experience with people management or coordination.
• Experience in carrying on humanitarian interventions through and in coordination with implementing partner organizations.
• Fluency in Spanish is compulsory.
• Proficiency in English is an asset.
• Excellent writing and editing skills for external audiences (including governments and donors).
• Experience in producing high-quality technical material (training material, program tools, proposals, strategic documents etc.).
• Experience in working with Monitoring, Evaluation and learning in protection programs.
• Excellent reporting and protection analysis skills.
• Proven knowledge of PIM (Protection Information Management), PAF (Protection Analysis Framework) is an asset.
• Experience in protection capacity building/trainings is a strong asset.

• Previous experience with DRC in emergency context.

Required education.

• Master’s degree in Human Rights, Political Science, Refugee Law, or any other relevant field.
• Or Bachelor’s degree in relevant fields with at least 6 years’ working experience in similar protection positions.

We offer

Contract length: Approximately 12 months (up to 31/03/2023) renewable depending on performance and funding.

Level: G1 non-management.

Designation of Duty Station: Family duty station – Unaccompanied
