SUMMARY This position is an exciting opportunity to join a growing organization in developing its global humanitarian practices. The Protection Coordinator will oversee the strategic development and positioning of IsraAID Vanuatu in protection programming, especially in the areas of Mental Health Psychosocial Support and Gender-Based Violence, while supporting the design and implementation of protection projects in communities.

CONTEXT IsraAID is an international non-governmental humanitarian aid organization based in Israel. Since we were founded in 2001, our teams have worked in emergency and long-term development settings in more than 50 countries around the world. Our mission is to support people affected by humanitarian crises by partnering with local communities around the world to provide urgent aid, assist in recovery, and reduce the risk of future disasters. IsraAID has operated in Vanuatu since 2015 when we responded to Tropical Cyclone Pam and has since shifted our focus to implement long term strategies for programs in WASH, health and nutrition, and Mental Health and Psychosocial Support (MHPSS). IsraAID’s work in Vanuatu promotes sustainable and inclusive solutions, giving special attention to hands-on training and community ownership, and working closely with communities, civil society partners, and government authorities.

DUTIES AND RESPONSIBILITIES Strategic Oversight  Provide strategic direction, leadership, and overall technical support for IsraAID’s protection work, especially in Gender-Based Violence and Mental Health Psychosocial Support programming.  Significantly contribute to IsraAID’s strategic planning process and ensure ongoing identification of protection issues in Vanuatu.  Lead technical protection assessments in coordination with other IsraAID sector programs.  Foster an understanding within IsraAID’s Country Office team about the broader protection context and issues to contribute to program design and implementation. Grants and Development  Work closely with the Country Director and IsraAID Global to identify local, regional and international strategic funding opportunities for protection programs.  Lead the development of concepts and proposals for IsraAID’s protection work, especially in Gender-Based Violence and MHPSS, with Country Office team members and IsraAID Global.  Work closely with IsraAID’s Global Protection Team to ensure the development of international standard tools, manuals, guidelines, etc. that are in line with the government of Vanuatu’s priorities and strategies. Program Implementation  Ensure good communication and collaboration between Country Office team members, government partners, civil society partners, and donors.  Support the implementation of protection work, especially Gender-Based Violence and MHPSS projects, ensuring high quality and timely delivery of all project deliverables.  Ensure that protection programming is responsive to communities and in line with IsraAID principles and values.  Lead discussions with community members and beneficiaries to include their input throughout the entire project cycle.  Support the development of quality project reports in a timely manner and in compliance with internal and donor requirements.  Contribute to mainstreaming protection across IsraAID thematic areas in a contextually appropriate manner. Representation  Represent IsraAID with external stakeholders including government authorities, civil society organizations, and donors.  Actively participate and represent IsraAID in relevant working groups, meetings, clusters, and other relevant forums. Monitoring, Evaluation, Accountability and Learning  Work closely with the IsraAID Global Monitoring & Evaluation team.  Assist in the development and refinement of Logical Frameworks and MEAL plans.  Support transparent, accurate, and timely collection of data through leading surveys, conducting desk and literature reviews, and facilitating diverse and participatory data collection activities to inform program design and strategic direction.  Work closely with IsraAID Global, Country Office MEAL Officer, and program teams in the design of appropriate qualitative and quantitative data collection tools and methodologies.  Work closely the Country Office MEAL Officer and Country Office program teams to monitor program Logical Frameworks – ensuring that the teams remain on track as per program commitments.  Support appropriate, timely and accurate data collection against agreed indicators, and assist in the compilation of both internal and external reporting.  Ensure learning from protection programming contributes to knowledge building and sharing within the Vanuatu Country Office and IsraAID Global, and with local partners. Partnerships  Foster a spirit of collaboration and empowerment with IsraAID’s local partners.  Identify advocacy, funding, and research opportunities for action.  Identify potential collaboration and partnership opportunities with CBOs, civil society organizations, and academic institutions for protection work

Human Resources and Staff Development  Provide technical support for the recruitment and management of protection staff, including developing job descriptions, staffing plans, and contributing to performance evaluations where applicable.  Support professional development for Country Office team members and partners through ongoing mentoring and coaching and identify capacity building opportunities in protection work.

Required experience and competencies  Master’s degree in Social Science, Psychology, Social Work, human rights, or another relevant field related to social development and/or humanitarian work.  Minimum of five (5) years of relevant experience working in protection related sectors, preferably with an international NGO.  Strong theoretical, technical and practical background in protection.  Proven training skills and capacities in developing training curricula.  Strong skills in networking and liaising with partners and donors.  Experience in working at the community level with diverse stakeholders.  Ability to gather and critically analyze data, gaps and trends related to protection issues.  Strong organizational skills and ability to manage efficiently multiple priorities, deadlines, and tasks with attention to detail.  Excellent verbal and written skills in English. Bislama is an advantage.  Advanced skills in Microsoft Office (Word, Excel and PowerPoint).  Commitment to the aims and principles of IsraAID.  Understanding of the Vanuatu context is an advantage.
