Background

SOS Children’s Villages is a non-governmental organisation focused on supporting children and young people without parental care or at risk of losing it.

SOS Children’s Villages implements a systematic child safeguarding (CS) approach to ensure that the organisation, its operations and staff do no harm to the children and young people and do not expose them to the risk of harm and abuse. SOS Children’s Villages Child Protection Policy is in line with UN Convention on the Rights of the Child, UN Guidelines for the Alternative Care of Children, and International Child Safeguarding Standards by Keeping Children Safe.

A key element in responding appropriately and effectively to child safeguarding concerns is having a clear picture of the local child protection context, so that the response is in line with the legal and social welfare realities. All National SOS Children’s Villages Associations must carry out the local mapping exercise at programme level and complement it with an analysis of the national child protection context.

The outcomes of the mapping process are a key input for developing CS actions at national and programme level.

Purpose and objectives

The purpose of the assignment is to conduct local mapping at programme and national levels in SOS Egypt.

Programme level

· To conduct the mapping of the true picture of the child protection and child welfare context (internal/external) in the specific programme location

· To map governmental and non-governmental stakeholders involved in child protection in the specific programme location

· To identify possible gaps in the existing child protection and safeguarding processes in the programme location (lack of or weak prevention activities, reporting and responding procedures, etc.)

· To discuss the local child protection and child welfare context and its implications for the programme

· To present the local mapping process and its outcomes to the National CS team

· To fill in programme local mapping tool provided by SOS in Arabic and English languages

National level

· To analyse national child welfare and protection legislation

· To map governmental bodies/agencies with statutory authority for the protection of children

· To review national/state mechanisms related to child protection

· To identify child protection risks relevant to the whole country or its particular regions where SOS Children’s Villages runs its programmes

· To present the local mapping process and its outcomes to the National CS team

· To fill in National local mapping tool provided by SOS in Arabic and English languages

The mapping tool at programme level requires the following information:

1. Main child safeguarding risks (external/internal)

– Is this a culturally accepted practise?

– What is the local attitude towards this child safeguarding risk?

– What features of the local context increase the likelihood of this type of abuse?

2. Governmental agencies, NGOs, community-based organisations, networks, etc. working on prevention of child abuse and neglect

– Type of services, contact details of senior officer(s)

3. Governmental agencies dealing with criminal allegations / offences related to child protection

– Type of services, contact details of senior officer(s)

4. Governmental agencies, NGOs, community-based organisations, networks, etc. providing support to victims of child abuse and neglect

– Type of services, contact details of senior officer(s)

The mapping tool at the national level requires the following information:

– National child welfare and protection legislation

– Governmental bodies / agencies with statutory authority for the protection of children

– National mechanisms related to child protection

– Child protection risks relevant to the whole country or its particular regions where SOS Children’s Villages runs its programmes
