NRC is looking for a Protection Cluster Co-Coordinator to join our team in Kabul Afghanistan. The Candidate should have a clear understanding of protection issues, legal frameworks, and professional standards in humanitarian and displacement contexts. Experience with facilitating and leading internal organizational processes. At least five years of senior working experience in humanitarian protection, and previous experience working in complex and volatile contexts

Background

A commitment to Protection is at the core of NRC’s mission. The purpose of the Afghanistan Protection Cluster Co-ordinator position is to strengthen Protection, both technically through co-leadership of the Afghanistan Protection Cluster, as well as part of the wider humanitarian response, through the UN-led coordination system (being a strong representative for the interests of crisis-affected communities and NGOs) and other collaborative fora. The Protection Cluster Co-ordinator is responsible, alongside UNHCR, coordinating the Afghanistan Protection Cluster ensuring a predictable, accountable and reasonable protection response in Afghanistan.

Role and responsibilities

  1. 100% – Co-facilitation of the Afghanistan Protection Cluster

  2. Promote and support accountability to affected populations

  3. Support action by cluster members to meet the protection needs of affected populations.

  4. Support the establishment/maintenance of coordination mechanisms and tools, making sure that information and data management systems are established and maintained.

  5. Secure commitments from humanitarian partners in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the Protection Cluster and sub-clusters.

  6. Co-represent the interests of the Afghanistan Protection Cluster with different stakeholders;

  7. Develop/update agreed response strategies and action plans for the Protection Cluster and ensuring that these are adequately reflected in overall country strategies.

  8. Promotion of protection mainstreaming within the cluster

Ensure integration of protection and gender issues in sectorial needs assessment, analysis, planning, monitoring and response.

  1. Support the Cluster in monitoring, reporting and analysis

a. Ensure the regular reporting on the protection activities and functioning of information management system for the Protection Cluster;

b. Streamline methods to share information including reports, updates, sitreps, bulletin, etc.

c. Support the cluster in protection analysis

5**. Support advocacy and resource mobilization**

a. Support the Lead Agency in identifying advocacy concerns and contribute key messages to broader advocacy initiatives, also by producing advocacy documents.

b. Contribute to strengthening the Centrality of Protection within the humanitarian response in Afghanistan

c. Support in protection advocacy, both through programmatic and operational partners, in addition toward the humanitarian and international community toward the promotion of protection, especially the Protection of Civilians

  1. Ensure application of standards

Ensure participants are aware of policy guidelines, standards and commitments that the Government has undertaken under international humanitarian and human rights law.

  1. Undertake training and capacity building

Conduct trainings of humanitarian partners within the Protection Cluster, sub-Clusters, thematic groups and other Clusters in the country.

Competencies

  • Advanced academic qualification in a relevant field (law, social sciences or related disciplines).
  • Experience in international organisations and/or NGOs.
  • Excellent analytical skills and communication skills in writing and speech.
  • Ability to coordinate tasks and work processes and work with short deadlines
  • Ability to work independently and proactively with limited daily support and supervision.
  • Knowledge of the protection context in Afghanistan, desirable
  • Knowledge of relevant legal and policy frameworks, international and domestic, with focus on International Humanitarian Law, Human Rights and Protection of Children in Armed Conflicts

Languages:

Fluency in English, both written and verbal
