**National Position for South Sudanese Citizens

NRC as a member of the Education Cannot Wait (ECW) Grantee Consortium in South Sudan also manages a secretariat that supports the Ministry of General Education and Instruction (MoGEI) as chair of the Multi-Year Resilience Programme (MYRP) Steering Committee. The MYRP Steering Committee is an in-country high-level entity at the policy level responsible for overall strategic guidance and is constituted by multiple stakeholders that are Donors, the National Education Coalition (NEC), UN agencies, National Education Cluster and civil society representatives. The Secretariat therefore serves to support the Steering Committee in executing key roles namely policy advocacy, resource mobilization, promoting coherence and effectiveness in the programme as well as ensuring the smooth running of the business of the Steering Committee. The position of MYRP Secretariat Co-Coordinator reports to MYRP Secretariat Coordinator and is part of the ECW-MYRP Secretariat. The MYRP Secretariat has a functional accountability to the MoGEI as the chair of the Steering Committee and an administrative accountability to NRC and its rules and regulations. Housed within the MoGEI, the purpose of the MYRP Secretariat Co-Coordinator position is to implement by the MYRP Secretariat Coordinator delegated MYRP project portfolio.

Generic Responsibilities:

  1. Comply with MoGEI policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  2. Display neutrality and act as the representative of all MYRP members.
  3. Develop and maintain a strong and positive relationship with all relevant education stakeholders, partners and representative from the donor community
  4. Develop and maintain a strong and positive relationship with colleagues at the Whole of South Sudan level for education

Specific responsibilities

Coordination:

  • Assume overall responsibility for co-leadership of the MYRP Programme.
  • Work closely with other key members of the MYRP Programme, including MYRP Steering Committee, MYRP Consortium Team, school officials, National, State or Local Governments, UNESCO, UNICEF, UKAID, USAID, etc.
  • Support both multi-sector and education specific needs assessments and utilise existing secondary to inform sector response planning.
  • Co-Lead updating of the MYRP work plan, and coordinate the harmonisation of activities, ensuring that activities prevent overlap and duplication with other major flagship programmes
  • Ensure that information is shared amongst MYRP members, and that information from other sectors and Education clusters is made available to MYRP members in order to improve planning, integration and implementation.
  • Ensure clear and effective communication occurs between the field and the national levels.
  • Contribute to regular MYRP sitreps, and take an active part in MYRP coordination meetings.
  • Ensure MYRP members are aware of relevant minimum standards, policies and guidelines with apply to all members.
  • Track and monitor MYRP members fundraising for Education specific interventions, and ensure that members are aware of funding opportunities.
  • Consult and identify how the MYRP Programme should facilitate the move towards early recovery and plan an exit strategy for the cluster.

Capacity Building:

  • Where appropriate, ensure that capacity building of country programme staff occurs in order to ensure on-going sustainability and quality of the Programme.
  • Identify learning and training needs for MoGEI staff at National, State and County level and work in increase capacity in delivery services in education.
  • Plan and implement the capacity building activities, especially at State and County level for MoGEI staff and IPs.

Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

Professional competencies

  • Prior experience of working within a senior management within a complex country programme in an emergency response or fragile state
  • Previous education experience is essential
  • Education to MSc/MA/ level in Education (or a related field) or equivalent field experience
  • Excellent communication skills, including ability to facilitate diverse groups.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English
  • Demonstrable ability to work and represent views across different stakeholders taking part in the MYRP Programme.
  • Experience of high level co-ordination and chairing of meetings.
  • Demonstrable understanding of international humanitarian response and co-ordination mechanisms.
  • Understanding of opportunities to provide integrated or cross-cutting humanitarian interventions with other sectors and Clusters
  • Experience of applying relevant interagency humanitarian frameworks and standards in education in emergencies (for example INEE Minimum Standards)
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Context related skills, knowledge and experience

  • Strong information management skills
  • Strong influencing skills and experience in advocacy
  • Language skills in Arabic
  • Experience or knowledge of working and living in relevant regions/contexts

Additional Details

The position is based with MYRP’s Secretariat office in Juba, South Sudan, with frequent travel to the field.
