Your overall purpose as Protection Adviser is to work with the UDOC Programme Development Manager (PDM) and provide technical guidance and quality oversight on Protection from Violence programming while contributing to program development.

In close coordination with the UDOC PDM and the Regional Protection Adviser, you will contribute to the development and implementation of NRC’s Protection from Violence sector strategy in Moldova and Romania. You will be a key part of the Country Office Programme Unit and will work closely with the project (field) teams, supporting the planning, implementation, and follow-up of protection projects in the assigned area. As the Protection from Violence technical focal point for the Country Office, together with the UDOC PDM, you will be responsible for the development, harmonization, and roll-out of protection-specific activities, guidelines, and tools.

Specific responsibilities

  1. Develop protection analysis on protection trends, and needs, producing regular briefings, to inform the programming of the PLACE consortium (NRC member), and promote the rights of refugees in line with the advocacy strategy.
  2. Support design and roll-out of NRC protection CC activities (such as IPA and protection monitoring), putting applicable information management systems and tools in place for quality assurance in line with PIM principles. Map and identify opportunities for implementing stand-alone protection programs in the CO.
  3. Ensure adequate understanding and compliance with Protection Information Management (PIM) systems in place for the safe implementation of Protection CC activities.
  4. Conduct regular field visits to key sites to ensure technical quality and adherence to key standards and processes.
  5. Maintain close communications with colleagues in (i) other Core Competencies, (ii) CO management, (iii) Regional technical supervision, (iii) MEAL, and (iv) support colleagues, regarding challenges and opportunities.
  6. Coaching and mentoring staff and partners on protection aspects.
  7. Liaison and collaboration with relevant local and national authorities and stakeholders and represent NRC (or consortium as relevant) in applicable forums, and sector working groups – as delegated by the PDM.

Generic professional competencies

  • Minimum 3 years’ experience at the senior level implementing protection programming in conflict / post-conflict environments.
  • Master’s degree in a related field such as international law, or social sciences (desirable). Candidates with Bachelor’s degree in the preferred fields will be considered if relevant work experience considerably exceeds the minimum requirement of 3 senior years (5 years and above).
  • Strong knowledge of global protection standards and relevant bodies of international law (international human rights law, international humanitarian law, and refugee law).
  • Strong communication skills and ability to build trust and confidently navigate both internally and externally at different levels.
  • Experience in developing and delivering high-quality protection-related training and tools to support the practical implementation of protection standards
  • Experience in working with partners and supporting the development of their organizational and programmatic protection capacities
  • Fluent in spoken and written English; knowledge of a local language is strongly preferred.

  • Knowledge of the Central and Eastern European Context
  • Willingness to travel, including in insecure environments.
