Main Functions:

The overall purpose of this assignment is to develop a compelling full proposal for submission to the donor. The consultant will be responsible for leading the writing process, document design and engagement with various stakeholders, including partners, technical advisors and management.

The consultant is required to have a comprehensive understanding of the humanitarian and development contexts in Yemen. Familiarity with humanitarian programming in fragile contexts is desirable.

Candidates for this role should have a proven track record in designing concept notes and proposals for institutional donors in Germany.

Time Frame:

The estimated input of the consultant is 30 days. The assignment is expected to start in late May. The consultant will mainly be working remotely.

Scope of work:

Key activities include, but are not limited to, the following:

  • Review and analyze key secondary literature and research as appropriate. Thorough literature review will be required with reference to the context analysis.
  • Review the DKH concept note submitted to GFFO
  • Review the Partners assessment reports utilized for the development of the submitted Concept note.
  • Ensure learnings and evaluation outcomes of the completed programme to incorporated in the full proposal.
  • Manage the process of writing the full proposal, in coordination with the Head of Mission. Work in a highly consultative way to gather and consolidate inputs from key stakeholders at all stages of the proposal development process. Inputs will likely be gathered through ongoing consultations, meetings and workshops with stakeholders and through written documentation.
  • Ensure that the proposal aligns with donor’s overall strategy, requirements and formats.

Expected deliverables and timeframe:

The consultant is expected to deliver the following before end of the assignment:

  1. Technical proposal narrative, integrating inputs from country and partners teams,
  2. Prepare and finalize logframe/theory of Change
  3. Prepare the programme Budget/Financial Plan
  4. Shared the 1st draft by week 3.
  5. Final draft by week 4.

Lines of communication:

The consultant will work closely key program stakeholders including the Berlin and Yemen program and operations’ teams during the development of the proposal. The consultant will regularly engage with the partners who will implement the proposed action.

Requested qualification and experience is as follows:

Technical:

  • Bachelor’s degree in relevant field – Master’s degree is a plus.
  • Five years of professional experience in humanitarian/development programming
  • Experience in proposal writing, editing, and formatting.
  • Experience in program development and working with partnerships
  • Ability to interact with staff members of diverse cultures, backgrounds, and departments.
  • Understanding of German Institutional donors and their requirements and organizational policies.
  • Detail-oriented, well-organized, and clear communicator.
  • Ability to work independently and under tight deadlines.

Consultancy contract for 30 consulting days. The daily rate follows internationally accepted standards.
