Overview: DT Global is seeking a Proposal Coordinator within the Economic Development, Governance, and Environment (EDGE) Practice to support new business efforts from capture planning to proposal submission. Working in close collaboration with the business development team, the Proposal Coordinator will help coordinate capture and proposal management, provide technical writing support, assist with recruitment efforts, and represent DT Global on partner calls and at business development related events. The Proposal Coordinator will report to the Director of Business Development.

Tasks and Responsibilities:

Business Development

  • Support all aspects of the business development process in an effort to master all requirements and develop skills to lead marketing, capture and proposal development.
  • Track business development forecasts, conduct desk research in support of specific opportunities or general market intelligence, and prepare competitors analysis.
  • Support capture manager with development of internal process documentation including Opportunity Assessment Forms and Capture Plans, and upload documentation and maintain practice proposal files in NetSuite and Microsoft Teams.
  • Work closely with the capture/proposal manager during capture and once a proposal is live, to coordinate logistics and administrative tasks through each stage of the proposal cycle, including coordinating with support teams such as pricing, recruitment, production and contracts.
  • In collaboration with proposal manager, prepare compliance matrices for live solicitations.
  • Contribute to technical solution designs, reviews, and analysis of proposal and business development strategy.
  • Draft, review and format proposal documents including proposal annexes, and recruitment and partner documentation to be tailored to the requirements of the proposal solicitation.
  • Provide technical writing support for various proposal sections including past performance, corporate capabilities, personnel, or other sections as assigned by the proposal manager.
  • Track progress on recruiting and securing staff, review CVs for key and non-key personnel positions, shortlist candidates, lead initial interviews for select positions, and coordinate collection of all required recruitment documentation.
  • In coordination with proposal manager, prepare pre-teaming agreements, teaming agreements, consulting agreements and Letters of Commitment for proposal partners and consultants.
  • Provide administrative and logistical support for capture trips, and may serve as a local recruiter.
  • Maintain record keeping for technical and local consultants, and manage logistics and administrative tasks for consultants including travel and submission of timesheets and expense reports.
  • Provide guidance, mentorship and direct supervision to PMU members serving in proposal coordinator role during capture and live proposals.
  • Maintain and update all business development files on SharePoint with necessary information to support overall knowledge management and proposal files

Learning and Innovation

  • Engage in self-driven professional development and growth activities.
  • Contribute to DT Global’s learning agenda.
  • Organize and/or contribute to trainings around proposal capture and live solicitation processes, proposal coordinator responsibilities and general business development processes.
  • Incorporate learning best practices into all aspects of work.

Education & Minimum Qualifications:

  • Bachelor’s degree in international development or a related field; or equivalent combination of education and experience
  • At least 1 year of business development experience, preferably on proposals for USAID or other USG agencies
  • Knowledge of USAID and its typical proposal requirements
  • Understanding of the competitive landscape in the USAID contracting space
  • Team player with a proven ability to work well under pressure and handle multiple tasks successfully
  • Strong organizational and prioritization skills
  • Excellent oral and written communication skills
  • Willingness to travel on short-term assignments overseas

Preferred Qualifications:

  • Fluency in Spanish, French, or Arabic is preferred.
