Context:

As the Government’s main counterpart on migration-related issues, IOM in Djibouti has been providing support in order to address migration opportunities and challenges, including migrants’ protection needs and risks, since the establishment of its office in 2009.

With a presence in the capital and in the Obock region and interventions in the other four regions of the country, IOM in Djibouti contributes to reinforcing the capacities of public institutions in ensuring effective migration management and to providing direct assistance and specialized protection services to vulnerable migrants and other vulnerable population groups.

In the framework of the Migrants Protection portfolio, IOM is implementing, with the support of the European Union, an EU Emergency Trust Fund (EUTF) project to support the government in ensuring effective migration management. Specifically, IOM is implementing a range of activities focused on (1) supporting national authorities to strengthen access to healthcare services for migrants; (2) supporting the government in providing assistance and protection services to the most vulnerable migrants, including children; (3) providing capacity building for governmental institutions to strengthen migration governance.

Under the overall supervision of Head of Programs and the direct supervision of Project Manager, the Project Support Officer will provide necessary support in the implementation, monitoring, and reporting of the EUTF project and other on-going projects in the mission, as needed.

Core Functions / Responsibilities:

1. Assist in conducting contextual analysis to identify potential activities to be implemented as part of the EUTF project in line with IOM mandate and the priorities established by the government and partners in Djibouti.

2. Support the overall implementation of the EUTF project in Djibouti, including its budgetary, administrative, and technical implementation, in compliance with IOM policies and standards, as well as donor requirements and as per the agreed timeline and deliverables.

3. Assist the Programme Manager through liaison with government counterparts, service providers and partners in the implementation of services, to vulnerable migrants, refugees, and host communities’ members.

4. Maintain and regularly update an efficient filling system for all documents, reports, and financial records of the EUTF project, and other on-going projects, as needed.

5. Under the guidance of the Programme Manager, closely monitor budget and expenses and follow up on the variances between budget and expenditures/commitments.

6. In close collaboration with the Resource Management Unit, support the drafting of documents including inter alia official correspondences, Memorandum of Understanding (MoUs), and contracts related to the on-going projects in the mission.

7. Support liaison with donors and drafting of donor updates, reports, and proposals and support the Head of Programs in regularly updating and reviewing active projects in terms of stated objectives, outputs, and activities.

8. Contribute to the development of new projects in close coordination with the Head of Programs, the Project Manager, and the Regional Office in Nairobi.

9. Work in close coordination with the Head of Programs to facilitate the establishment of a common Monitoring and Evaluation (M&E) framework for the mission, which incorporates regular reporting and data collection requirements for all on-going projects.

10. Support activities/initiatives aimed at ensuring visibility for the EUTF project as well as other on-going projects, as needed.

11. Participate and organize relevant meetings, activities, donor visits, etc. as requested by supervisor.

12. Participate in relevant coordination meetings, meetings with UN and government counterparts, seminars, and other events.

13. Undertake duty travel as required.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, Law, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in non-profit and preferably international environment;

• Experience in project coordination and implementation, including in the areas of migration health, migrant assistance and child protection, and capacity building for government;

• Experience in the area of monitoring and evaluation and reporting;

• Experience working with UN Common System agencies, particularly on EU-funded projects, would be an advantage;

• Experience working as part of a multicultural team.

Skills

• Ability to work effectively with local authorities, academic institutions and the broader community to advance country office objectives;

• Excellent knowledge of Microsoft Office package;

• Ability to manage a varied workload and prioritize tasks, work under pressure, and meet deadlines.

• Knowledge on East and Horn of Africa would be an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
