Context:

Under the overall supervision of the Chief of Mission in IOM Haiti, the direct supervision of the Senior Programme Manager, in close coordination with the Regional Office for the Caribbean and Latin America and the Displacement Tracking Matrix (DTM) Support Unit in Geneva Headquarters, the Displacement Tracking Matrix (DTM) Officer will be responsible for the coordination, supervision and implementation of DTM activities in Haiti, which are funded by several donors.

DTM is IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations. In Haiti, DTM has been active since 2010, when a 7.0 magnitude earthquake resulted in the destruction of more than 300,000 buildings and the displacement of 1.5 million people. More recently, it was activated in the humanitarian response to Hurricane Matthew in 2016, to the 2021 Earthquake that hit three Southern departments, and to social and gang-related violence in the Metropolitan Area of Port-au-Prince. DTM works closely with the Haitian Civil Protection agency to implement an early warning system for urban displacement in the capital, registrations and baseline assessments in displacement sites, and thematic surveys. The unit also provides information management support to the Camp Coordination and Camp Management (CCCM) and Migrant Protection and Assistance (MPA) units.

Core Functions / Responsibilities:

1. Review existing DTM mechanisms, including mobility tracking, flow monitoring, site assessments, thematic surveys and other information gathering systems. If necessary, work in close collaboration with the Regional Office and DTM Unit at IOM Geneva Headquarters (HQs) to contribute to the development of improvements in methodologies and assessment tools.

2. Coordinate the tracking and monitoring of population movements and humanitarian needs within the framework of DTM activities, including the displacement early warning project in gangs affected areas.

3. Supervise DTM support and operational staff and provide guidance with respect to planned activities and information management standards.

4. Perform analysis of DTM data and contribute to the development of useful reports for internal and external stakeholders.

5. Facilitate the provision of timely, accurate, standardized, and adequate information to all relevant stakeholders (humanitarian as well as transition/recovery actors) regarding population movements, new displacements, mobility trends, and conditions in return/relocation areas, as well as the situation of vulnerable groups including children, elderly, and disabled persons and any other relevant indicator to help inform the humanitarian response.

6. Represent DTM and participate in relevant inter-agency forums (inter-sector coordination group, information management working group (ICCG), protection sector meeting) and liaise with other agencies and partners involved in the Central Emergency Response Fund (CERF) project.

7. Regularly engage with internal and external stakeholders and check if DTM data and information products address the needs of humanitarian and transition/recovery partners, monitoring utilization and satisfaction levels.

8. Document data and knowledge gaps related to migration, movement dynamics and other relevant fields of research, including humanitarian needs assessments and local stability; support or supervise required data collection and analysis.

9. Organize appropriate capacity-building activities on topics related to DTM and internal displacement.

10. Share concise analytical reports at regular intervals in the form of dashboards, mapping, and narrative reports on general mobility trends as well as specific research.

11. Within available capacity, coordinate Information Management (including Geographic Information Systems (GIS)) support to other projects in the mission, assisting with tool/database development and analysis.

12. Monitor DTM-related project budget expenditures and facilitate timely donor reporting for DTM projects.

13. In close coordination with the Mission’s management and programme support unit (PSU), coordinate program development for the DTM unit, with specific attention to the humanitarian-peace-development nexus.

14. Ensure compliance with IOM’s data protection principles and with international best practices for ethical data collection in humanitarian settings.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political Science / International Relations, Economics, Social Sciences, Development Studies, Geography, Statistics or a related field from an accredited academic institution with at least two years of relevant professional experience; or;

• University degree with four years of relevant professional experience.

Experience

• Experience in emergency response in the field, including data or information management, in crisis, post-conflict, and other displacement situations; previous experience in conflict areas an advantage.

• Experience with DTM methodologies, such as mobility tracking, registration, flow monitoring, and migrant perception and intention surveys, or experience in supervising other large-scale assessments and/or surveys in humanitarian or transition settings.

• Understanding and respect of IOM’s data protection guidelines.

• Demonstrated experience in writing clearly and concisely for a variety of audiences.

• Experience working in a team in a time-pressured work environment.

• Experience in the development and implementation of population databases a distinct advantage.

• Strong knowledge and interest in migration, forced displacement, development and humanitarian issues.

Skills

• Knowledge of ODK / Kobo, GIS software (ArcGIS, QGIS), relational databases (SQL), statistical analysis software (R, Python, Stata, SPSS) and/or data visualization software (PowerBI, Tableau).

• Data collection, quantitative research, and report writing.

• Strong presentation and stakeholder engagement skills.

• Good skills in training and capacity building related to information management and data collection operations.

• Drafting technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets.

• Excellent computer skills and knowledge of MS Word, Excel, PowerPoint and email/internet software.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
