Job Purpose:
The Project Senior officer will ensure the effective implementation of the project activities inside the health facilities and outside through the mobile teams to enhance the complementarity between MHPSS and health services, promote the wellbeing, and raise the community awareness about MHPSS topics, while ensuring all HRO’s contractual obligations, reporting requirements, quality standards, and procedures are met and followed.
Key Responsibilities:
• In coordination with programme teams in HQ. Prepare the first drafts of concept notes, proposals, and the associated budgets, need assessment tools and reports, and workplans and share it with the Programme Manager for further review and development.
• In coordination with programme teams in HQ. Prepare the first drafts of projects’ media products (posts, videos, monthly newsletter, etc) in light of the project’s key milestones.
• Day-to-day follow up on logistic, administration, personal activities, and the work of projects teams to ensure the timely and effective performance.
• Share the Programme Manager with any requested daily, weekly, or monthly work-plans, work-related reports, presentations, strategies, or assessments.
• In coordination with the programme manager and MEAL Team, design the macro–Program Cycle Management tools, including monitoring tools, Activity Progress Reports, Budget Follow Up tools, and Project Procurement Plans.
• Provide guidance to the project teams in weekly planning of activities and ensure these plans are in line with the project workplan.
• Ensure required project materials, such as IEC and training material, are developed in a timely manner and with high quality standards.
• Ensure timely procurement of goods and services for the program and accurately and regularly update the budget via follow-up and forecasting processes, in close coordination with the Procurement and operations departments.
• Ensure implementing contracted actors/service providers are well supported and the quality of their work is monitored and assured.
• Closely supervise activities’ targets to ensure proper documentation on progress, targets, challenges, and lessons learned.
• In coordination with the Programme Manager. Represent HRO in working group/sub-working group meetings.
• Participate in staff training, helping to build technical and admin capacity of field projects team.
• In coordination with the Programme team, help develop and execute context-specific solutions to improve collaboration, coordination, and performance.
• Ensure the good respect of working conditions while in office or the field, especially the respect of HRO Code of conduct.
• Participate in the design of the new budget for the suggested concept notes and proposals.
• Flag any deviation to the Programme Manager and propose solutions.
• Report the expected challenges or conflict during the activities
• Respect the security policies and plans adopted by the organization, and ensure that the project teams comply with them.
• Communicate to the security officer of the working location any security-related information or noncompliance with the security plan.
• Support the emergency interventions of the organization as per the employee’s abilities.
• Promote inclusion, equity, and gender equality within the humanitarian and/or development work.
Qualifications and Work Experience:
• Must have a Bachelor’s (Preferred Master’s) degree or equivalent in relevant fields of study such as International Development, Political Science/International Relations, Economics, Sociology, Psychological counselling, Health or another related field.
• Leadership experience in program design and development, funding acquisition, program monitoring and evaluation, information management, capacity building, and compliance.
• Should have a clear understanding of the working of the major HRO partners (IOM, WHO, OCHA, GIZ, EU, USAID, and DFID, etc.), their requirements, and standards.
• Strong background in capacity building and staff development.
• Good understanding of key areas under MHPSS (and its sub-programs).
• Good understanding of the humanitarian and country context and good context analysis skills.
• At least 3 years of experience in working in a program management position in humanitarian and/or development organizations.
• Demonstrable experience in Health, MHPSS.
• Good knowledge of INGOs and donor agencies, procedures, guidelines, and interventions in the country
Required competencies (skills / knowledge / capabilities):
• Computer knowledge including Office 365 (Word, Excel, Outlook, PowerPoint, OneDrive, SharePoint)
• Fluency in written and spoken English.
