Context:

IOM in South Sudan Country Office (CO) has a broad range of programming centred around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs, and standard transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support, and the management of a Rapid Response Fund. Under peacebuilding, transition, and development, South Sudan CO implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development, and migration management.

Under the overall supervision of the Chief of Mission and the direct supervision of the Program

Coordinator (Reconciliation, Stabilization and Resilience Trust Fund (RSRTF), the Project Officer (Transition and Recovery (T&R)) will be responsible and accountable for supporting and coordinating the implementation of Transition & Recovery (T&R) programme activities of South Sudan CO.

Core Functions / Responsibilities:

  1. Coordinate the implementation of project activities required for the successful completion of Transition & Recovery (T&R) Programmes, following closely the donor(s) requirements and the guidance of the Program Coordinator (RSRTF). Inform the Program Coordinator of any deviations from project work plans and budgets or delays.
  2. On close coordination with Program Support Unit (PSU), draft technical components for concept notes, proposals, work plans and budgets for IOM interventions in the areas of livelihoods, community stabilization, resilience-building and social cohesion.
  3. Monitor project budgets, expenditures and burn rates according to internal and donor requirements.
  4. Plan and oversee community engagement processes; recommend the establishment of criteria and mechanisms for beneficiary selection; facilitate adherence with principles of conflict sensitivity and accountability to affected populations across all Transition & Recovery (T&R) activities.
  5. Undertake regular on-site monitoring and field travel to evaluate programme performance, including monitoring the project activities of Implementing Partners.
  6. Follow up on the schedule with contractors and Implementing Partners, verify results and deliverables, and prepare completion certificates. Follow up with the administrative units of the CO regarding close-out procedures and final payments to contractors and Implementing Partners.
  7. In close collaboration with the CO’s Logistics and Common Services, coordinate the release and delivery of required materials and items to the respective sites in a timely manner.
  8. Liaise with counterparts and Implementing Partners, draft and produce progress and other reports and ensure proper information exchange on all operational aspects of the programmes between IOM, the programmes’ donors and other stakeholders.
  9. Track and follow up on required staff movement permits and authorizations and inform the Program Coordinator (RSRTF) of any delays.
  10. Collect and collate information and documentation for the development of project proposals and contribute to context analyses. Contribute to contingency planning for possible responses. if required.
  11. Participate in relevant conferences, workshops, steering committees, and technical working groups, as well as other forums, to facilitate proper coordination and presentation of CO’s Transition and Recovery programme activities.
  12. Assess training needs and contribute to the capacity building of the programme staff of the CO.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law, Mathematics, Engineering, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Proven experience in designing and implementation of assessments, field-based research and analysis, protection monitoring, programmatic impact monitoring;
  • Experience in research and assessments on post-conflict and peacebuilding;
  • Experience of peacebuilding programming are desirable;
  • Experience in South Sudan or in other conflict and post-conflict contexts in Africa is an asset;
  • Experience in post-conflict environments is an asset;
  • Experience mandates and programmes in the recovery response, Internally Displaced Persons (IDPs), post-conflict environment, triple nexus, and development; and,
  • Experience in the application of Gender awareness and sensitivity in the programming.

Skills

  • Good analytical, communication, writing, reporting, and presentation skills;
  • Substantial knowledge of non-profit work including data collection and data analysis in post-conflict settings;
  • Knowledge of peacebuilding and recovery Principles, international standards, and Frameworks;
  • Knowledge of UN, IOM, and Non-Governmental Organisation (NGO) mandates and programmes in the recovery response, Internally Displaced Persons (IDPs), post-conflict environment, triple nexus and development;
  • Good coordination and computer literacy skills;
  • Strong interpersonal skills and ability to work effectively and harmoniously with colleagues from diverse cultures and professional backgrounds; and,
  • Demonstrated organizational skills; ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
