Position Title: PHP Developer Team Lead (Remote)

Duty Station: Multiple Duty Stations

Classification: Professional Staff, Grade UG

Type of Appointment: Special short-term ungraded, nine months with possibility of extension

Context:

Under the overall supervision of the and direct supervision of the Information Management Officer of the Protection Division, the PHP Developer Team Lead is responsible and accountable for coordinating a team of PHP developers to maintain and update SYNC, the protection information management system for humanitarian settings. They are also responsible for the design, development, testing, implementation and maintenance of the application and services connected to it. The Team Lead will provide technical and team leadership through coaching and mentorship.

Core Functions / Responsibilities:

  1. Guide team development efforts towards successful project delivery and provide technical leadership through coaching and mentorship. Identify and encourage areas for growth and improvement within the team.
  2. Maintain high standards of software quality within the team by establishing good practices and habits and managing the day-to-day technical aspects of products and projects under development through the release and implementation phase of the project life cycle.
  3. Collaborate with other developers, business analysts, and project manager to plan, design, develop, test, and maintain the system. Participate in peer reviews of solution designs and related code.
  4. Manage implementation of change requests and enhancements as well as application releases. Assess opportunities for application and process improvement and prepare documentation of rationale to share with team members and other affected parties.
  5. Manage tier 3 technical support to business users of the application, analyze and resolve technical and application problems, ensuring agreed SLAs are met.
  6. In conjunction with the project manager and business analyst, participate in determining requirements, and planning technical aspects of the project to ensure that requirements are consistent, complete, correct, and operationally defined.
  7. Develop using object-oriented design principles and software design patterns to attain high reusability and maintainability; Develop, refine, and tune integrations between applications.
  8. Adhere to high-quality development principles while delivering solutions on time and on-budget. Research and evaluate a variety of software products.
  9. Adhere to the version control system, build and release processes, and coding standards.
  10. Participate in the detailed application design of products in conjunction with the ICT Architect team and code walk-through for review and incorporate feedback into design and code artefacts.
  11. Design, develop, and unit test applications in accordance with established standards. Perform unit and integration tests and resolve any resulting issues/bugs, package and support deployment of releases.
  12. Prepare reports, manuals, and other documentation on the status, operation, and maintenance of software. Communicate project status, issues, and risk factors to project team members.
  13. Perform other duties as assigned by supervisor.

Required Qualifications and Experience:

Education

  • Master’s degree in Computer Science, Information Technology or a related field from an accredited academic institution, with five years of relevant experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • At least five years of experience in coding in PHP MVC frameworks, Javascript (React and/or Angular), CSS3+/SCSS, MS SQL, MySQL, HTML5+, AJAX, etc;
  • At least three years of experience in MySQL designing schemas & writing optimized queries;
  • At least three years of experience in platform infrastructure and data pipeline management using AWS including EC2, RDS, S3, CloudFront & ElasticCache;
  • Extensive experience in planning, designing, developing, implementing and maintaining enterprise-grade software for large international ogranizations or the private sector;
  • Experience with source control management systems and continuous integration/deployment environments (BitBucket, JIRA, Git, Gulp, Azure Devops);
  • Experience in agile product development and working in open source development;
  • Experience in remote supervision of a small to medium size team of developers.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge on French or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
