Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

IOM is a major actor in post-conflict recovery and reconstruction. Following the end of hostilities against ISIS, the return of millions of Iraqis is threatened by the large presence of harsh conditions in areas of return. The work of Transition and Recovery Division (TRD) within IOM Iraq is to remove the obstacles to durable solutions the displaced population, support returnees in Iraq’s conflict affected areas and lay the foundation for longer-term recovery, economic development and reconstruction in general.

Under the guidance of the Chief of Mission, the overall supervision of the Head of the Transition and Recovery Division and the direct supervision of the Programme Support Officer, the successful candidate will work closely with the management and programme staff to support the implementation of project activities, including internal coordination, representation, reporting and other programme management and coordination functions.

Core Functions / Responsibilities:

  1. Provide support and assistance to programme staff for the timely start-up and implementation of the RRU’s overall monitoring, quality control, process improvement and adherence to IOM rules and principles.
  2. Contribute to the development of new projects by selecting and summarizing background information, assessing the operational context for the planning and administration of individual projects, coordinate inputs and draft segments of project proposals.
  3. Assist with specific aspects of project implementation and planning, including budget monitoring and spending analysis, document identify trends and propose action to facilitate timely delivery and quality of outputs.
  4. Prepare internal progress implementation analysis, provide input to programme monitoring, including supporting and documenting significant decisions, problems or deviations evaluating programming aspects to identify and contribute to the prevention and mitigation of risks.
  5. Assist in drafting and coordinating project reports in a timely manner, in coordination with other units and in accordance with IOM procedures and donor requirements.
  6. Undertake field visits to project sites and provide ad-hoc support to field activities, fieldmonitoring and verifications, as maybe required.
  7. Maintain internal liaison with other units at IOM Iraq, Regional Office in Cairo, IOM Country offices implementing similar activities to facilitate a coordinated approach to programme implementation and identify synergies.
  8. Assist in the preparation and scale up of new operations as required.
  9. Conduct preliminary analysis of resource utilization and resource allocation in close coordination with IOM Iraq Resource Management Officers (RMOs) and RRU programme staff.
  10. Assist the Public Information Unit with the preparation of press briefing notes, presentations, talking points and any other materials related to the work of the Unit.
  11. Participate in internal and external meetings as required.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, International Relations, Migration Studies, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in managing several types of community-based projects;
  • Experience in project development and management, emergency and post-crisis environments, community mobilization, humanitarian assistance, human rights;
  • Experience in liaising with governmental authorities, other national/international institutions; and,
  • Experience in project development, management and reporting.

Skills

Knowledge of UN, IOM and Non-Governmental Organization (NGO) mandates and programmes in the humanitarian response, Internally Displaced Persons (IDPs), post-conflict environment and development.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
