Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Regional Director of IOM’s Regional Office for Asia and the Pacific, and the direct supervision of the Chief of Mission (CoM) in Bangkok, Thailand, and in close coordination with the Head of Operations, Asia and the Head of Resources Management, the Head of Sub-Offices e will be responsible and accountable for the implementation, oversight and coordination of the daily operations of all the International Organization for Migration (IOM) activities in the area of responsibility, including resources management, reporting, monitoring and evaluation in line with relevant IOM guidelines. The area of responsibility will comprise four IOM Sub-Offices in Mae Sot, Mae Hong Son, Mae Sariang and Chiang Mai. As Head of Sub-Offices, will also monitor, coordinate and support all resettlement related activities implemented in respective Sub-Offices.

Core Functions / Responsibilities:

  1. Manage and monitor the operational, Human Resource (HR), administrative, budgetary and financial activities of the IOM Sub-Offices in northern Thailand in line with IOM’s rules and regulations, and in close coordination with the Head of Resources Management and other relevant Units at the IOM Thailand Country Office (CO).
  2. Oversee and ensure effective implementation of all operational activities related to programmes under the responsibility of the Sub-Offices, in close coordination with the relevant Heads of Units of Thailand CO.
  3. Coordinate all resettlement activities involving Thailand CO’s Sub-Offices with the Head of Operations, Asia. In particular, ensure the effective management of the Mae Sot Processing Center, including monitoring the implementation of the Standard Operating Procedures (SOPs) related to the reception, accommodation and care of beneficiaries under IOM’s auspices.
  4. Assess and identify gaps, operational challenges and constraints, and propose viable solutions with a view to increasing effectiveness and streamlining procedures in the SubOffices.
  5. Supervise staff in accordance with programme requirements and in line with IOM rules and regulations.
  6. Meet and liaise with visiting officials from the donor countries including resettlement countries and local Thai Government authorities on a regular basis to address concerns, develop strategies and solutions for IOM’s activities in northern Thailand.
  7. Ensure local coordination with United Nations (UN) partners on the full range of IOM activities and partnership within relevant frameworks such as the UN Sustainable Development Cooperation Framework for Thailand (2021-2025), and in particular with the United Nations High Commissioner for Refugees (UNHCR), Committee for Coordination of Services to Displaced Persons in Thailand (CCSDPT ) and other Non-Government Organization (NGO) partners on issues relating to refugees and asylum-seekers.
  8. Working closely with the CoM, contribute to the overall Country Office (CO) strategy and priorities; establish partnerships, develop and maintain working relationships with local governmental authorities, academic institutions, international organizations, civil society and other stakeholders.
  9. Represent IOM at local government events, trainings, capacity-building initiatives and other events as required.
  10. Undertake duty travel related to CO and Sub-Offices on regular basis.
  11. Prepare regular and timely reports to the Office of the CoM in Bangkok in order to provide an objective overview and updates on programme implementation, including office operations, government liaison, staff and financial issues. Prepare other reports, briefings, background information, narrative reports and statistical analysis, as necessary and required.
  12. Working in close coordination with the CoM and the Resources Management Unit (RMU) in Bangkok, ensure compliance with IOM policies and procedures, including implementation of internal control measures to prevent fraud and mismanagement.
  13. Identify programmatic and funding opportunities, including information and assessment needs, that are in accordance with the IOM mandate and are relevant to IOM’s strategic objectives for Thailand CO; support proposal development for new initiatives.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Management, Business Administration, Finance, International Relations, Humanitarian Affairs, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in migrant processing with particular emphasis on operational processing of theUSRAP, Canadian, Australian and European resettlement programmes;
  • Understanding of the international migration mandate and the full range of IOM programs and services in support of migrants, communities, and Governments;
  • International field experience in management of humanitarian and migration-related activities, complex project implementation, liaison with governments and international agencies;
  • Experience at an international level in administrative, financial management, budget monitoring, cash management and internal control procedures; and,
  • Experience at an international level with project implementation, scheduling and deployment of resources.

Skills

  • Demonstrated ability to lead and coordinate multiple activities and to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Proven ability to manage a larger operation in the developing world;
  • Ability to work well under pressure and in difficult conditions;
  • Excellent communication and negotiation skills, project development skills and ability to draft clearly and concisely.; and,
  • Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions as well as civil society actors including the media and private sector.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Thai or Burmese is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
