Context:

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to many thousands of individuals each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight and guidance to IOM’s global support to all resettlement programs.

Under the United States Refugee Admissions Program (USRAP), Resettlement Support Centers (RSCs) provide critical support and processing services for resettlement to the US. As part of a Memo of Understanding (MOU) between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages several RSCs which prepare applications for adjudication by and provide support to visiting US Citizenship and Immigration Services (USCIS) Officers, facilitate security and medical screenings, provide information about arriving individuals to resettlement agencies in the US and offer Cultural Orientation training to individuals departing for the US.

Under the general supervision of the Senior Site Lead and direct supervision of the Project Coordinator (Germany), the Project Officer (Interpretation and Translation) will be based in Kaiserslautern, Germany and will have the following project management duties and responsibilities in the areas of project support, budget support, reporting, public affairs, event coordination, interpretation management and resources management coordination and will support L3 Operations:

Core Functions / Responsibilities:

  1. Manage USRAP staff engaged in interpretation and translation activities, providing training on methodology and technical assistance, assigning duties, and giving feedback to staff members on their performance on a regular basis.
  2. In accordance with changes to USRAP Processing activities, regularly update interpretation guidance and ensure USRAP Interpretation staff members are fully trained on all curriculum and processing requirements.
  3. Engage in hiring processes for the mission, including conducting language testing for potential candidates, and, when relevant, serving as the Hiring Manager or a panel member with a focus on language skills.
  4. Ensure communications with program beneficiaries are accurate, efficient, timely, sensitive, and compliant with program guidelines by, periodically reviewing both translations and ad-hoc translation delivery and troubleshooting issues that arise as needed.
  5. In coordination with RSC Eurasia Project Coordinator, organize the delivery of interpretation and translations services as needed. Regularly monitor the pipeline of activities to ensure delivery is achieved at the highest rate possible.
  6. Collaborate with RSC Eurasia counterparts on issues related to the delivery of USRAP activities while being aware of relevant program rules, guidelines, and procedures for program activities.
  7. As requested, prepare in-depth cultural profiles of migrants for resettlement service providers in various resettlement countries.
  8. Maintain confidentiality and integrity of all RSC-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert the USRAP Site Lead of any non-compliance to Standard Operations Procedures (SOPs) or codes of conduct by RSC staff members.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in USRAP, particularly in processing or movement operations activities, such as field support, movements, data processing, employment verification, case creation, pre-screening, USCIS adjudications support, scheduling, field support and out-processing, is essential.

Skills

  • Knowledge of USRAP program implementation and familiarity with IOM’s administrative, financial and business rules and practices is desirable;
  • Sound written and verbal communication skills and ability to effectively communicate with and lead a team;
  • Demonstrated proficiency with START is an advantage; and,
  • Excellent computer skills and a high level of proficiency in spreadsheet and database applications.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Dari and/or Pashto is highly desirable.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
