General context of the project

INTERSOS, in collaboration with Bioforce, the Global Interagency Security Forum (GISF), Insecurity Insight, the Mali Platform of National NGOs active in humanitarian work and Burkina Faso National CSOs Council have developed a response that will support CSOs to better analyze and manage security risks in complex contexts where the humanitarian space is gradually reducing. This approach is based on 3 pillars:

1) Providing better access to resources and advice on risk and security management adapted to their needs;

2) Supporting the internalisation of security-related strategies among local partners through training, support, peer learning, and opportunities for dedicated micro-financing;

3) Advocating for the adoption of good practices in sharing responsibilities regarding security within the framework of partnerships between local and international actors. The national-level CSO coordination platforms will play a key role in strategic steering, message dissemination, and the sustainability of the intervention.

The project includes a final learning phase aimed at identifying the most effective elements of the project strategy and the modalities for replicating the PARTAGE model elsewhere.

General purpose of the position

The Project Manager is responsible for the implementation of the project in all its components, and will play a strong role in support of local partners.

Main responsibilities and tasks

  • Lead program implementation and enable information sharing and partner communication in a spirit of collaboration.;
  • Support the development and revision of technical guidelines and tools on Risk Management, Safety and Security;
  • Lead of budget expenditures and coordination for shared budget lines;
  • Supervise and support a multidisciplinary team;
  • Coordinate with local and international stakeholders at country and regional level (Mali and Burkina CSOs fora, Bioforce, GISF,II, NGO FORUM, ACCESS WORKING GROUPS);
  • Project Financial Planning and monitoring of budget expenditures aiming to ensure the correct reporting and accounting of expenditures;
  • In coordination with the Finance department supervise project financial indicators in order to ensure efficiency and early detect deviations and their causes;
  • Ensure the planning, implementation and monitoring/evaluation and set targets as included in the project description;
  • Flag significant deviation from the program implementation plan and estimated expenditures; alert relevant staff;
  • Monitoring and evaluation of the project in collaboration with the project team;
  • Prepare regular updates of programme activities work-plan and related financial plan, ensuring timely and quality implementation. Monitor progress of the consortium towards achieving project targets, flagging any concerns to the consortium steering committee;
  • Perform regular field visits to the project locations to ensure the quality of the intervention in compliance with the internal and donor standards;
  • Work closely with partnership officer to oversee partnership implementation and regularly update on progress with project manager;
  • Compile and synthesize reports from all consortium partners to produce timely and accurate donor reporting. Flag issues where quality might not be maintained, and seek solutions for challenging issues.
  • Support partners with advice in challenging liaison with authorities and help share lessons learned.
  • Invest in building relationships, both with the outside community and with the population that Intersos is targeting;
  • Engage in advocacy actions related to Localization, and Security and risk management;
  • Develop a case study paper about the project.

Required profile and experience

Education

  • Master’s degree in International Relations, Security Management, Risk Management, or a related field.

Professional Experience

  • At least 5 years of combined experience in Program Management and Risk Management including Security management, preferably in humanitarian or conflict zones.
  • Experience in establishing and maintaining collaborative relationships with donors and government counterparts, and with donors’ compliance and reporting;
  • Experience in risk assessment and crisis management;
  • Experience in training facilitation;
  • Experience in managing DG ECHO projects
  • Project management experience
  • Experience in consortium coordination will be considered an asset

Professional Requirements

  • Essential computer literacy (word, excel, and internet).
  • Management of DG ECHO projects
  • ​Risk assessment and crisis management

Languages

  • Fluency in French (written and spoken) is essential
  • Working knowledge of English is a strong asset
