  MAIN OBJECTIVE
AVSI is looking for a Project Officer/Engineer for its AICS-funded project ���������Iniziativa di assistenza umanitaria a sostegno della popolazione vulnerabile, sfollata, rifugiata e rientrata in Iraq.��������� to work in the general overview of the project as well as more specifically in the rehabilitation component of the project in Nimrud, Ninewa. ������

The Project Officer/Engineer will work in this framework to ensure correct and effective implementation and follow up of all activities, both with beneficiaries and local institutions.
������
S/he will work alongside one Referral Expert, one Agronomist, two Agriculture Trainers, and two Data������Collectors. S/he will be responsible of supporting the Project Manager in the supervision of the team and the project activities.
������
The activities will include, but not be limited to:

Rehabilitation and cleaning of the water station
Provision of agricultural kits and irrigation systems

���������������Capacity building to local authoriES
ENGINEERING TASKS:

S/he will plan and conduct technical assessments in targeted areas;
S/he will provide inputs for preparing the rehabilitation works of the irrigation and agricultural infrastructures, and all other engineering works included in the project;
S/he will prepare bills of quantities (BoQs)
S/he will provide input and perform quality checks for relevant procurement;
S/he will supervise and monitor the delivery/distribution of materials and construction process
S/he will ensure timely weekly and monthly reporting to the Project Manager;
S/he will perform the final evaluation of the works done
S/he will conduct site inspections on a regular basis;
S/he will operate adjustments depending on the needs and based on consultations with the relevant stakeholders.

PROJECT OFFICER TASKS:

S/he will support the Project manager in the supervision of the project team and project implementation overall.
S/he will share regular updates with the project manager;

S/he will coordinate with other departments to ensure the smooth and transparent implementation of the activities;

S/he will be in charge of raising PRs for the procurement of services and items needed within the project;
S/he will be in charge of liaising with the CfW Expert and Referral Expert to organize activities related to the CfW and Referral trainings and implementation;
S/he will liaise with the Agriculture Trainers and the Agronomist to ensure correct implementation of the capacity building training and agricultural support activities
S/he will ensure project documentation is collected from the field and archived in an efficient manner;
S/hecontribute to monitoring and evaluation of activities;

S/he will support the program team in any other required tasks not mentioned above������

REPORTING TO: Project STUDIES REQUIREMENTS
Bachelor’s degree in Civil/Water Engineering. Advanced degree preferred

EXPERIENCE REQUIREMENTS

At least 3-5 years of proven work experience as a Hydraulic Engineer or similar role;
Experience in rehabilitation of irrigation and agricultural infrastructure with a community centered approach
At least 2 years of experience in working in the humanitarian sector and engaging with beneficiaries;
Strong coordination skills with proven ability to work across multiple technical areas simultaneously spporting multiple staff members;
Ability to write quality technical reports;
Good experience in building structure design with AutoCAD.
Good experience in preparing BOQs and extimation costs for construction projects;
Experinece in monitoring progress against targets;
Experience in engaging with local authorities;
Effective written and verbal communication in English;
Good supervision skills;
Good management skills;
Good knowledge of Word, Excel, and PowerPoint software and of social media.
