CONTEXT and MISSION: HI is implementing a three-year project entitled Towards Greater Impact for Forecast-based Early Action Approaches (i2A Project) that is focused on the development and testing of inclusive early action protocols in the Philippines, Madagascar, and Haiti, where disaster risks are among the highest in the world and where HI has relevant experience. The project aims to enhance positive impact for vulnerable populations most at risk of disaster through better evidence and pilots on Forecast-based Early Action, with an emphasis on addressing gaps and scaling of good practice for inclusive, people-centered anticipatory approaches.

Line Manager: Project Manager Duty Station: Cotabato City, with travels to Maguindanao and Bicol and other HI areas of intervention Duration: 24 months

Missions / responsibilities: Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks

  • Contribute to ensuring all project activities are fully aligned with the project’s objectives to achieve the desired expected result

Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning

  • Contribute to accountability, specifically, ensure that all relations and communication with communities and project stakeholders who we work with are conducted in a respectful and consultative manner. Due attention must be paid to ensure that all stakeholders are adequately informed about the project’s objectives, activities and methodologies
  • Contribute to adherence to the Core Humanitarian Standards, SPHERE Standards, Humanitarian Inclusion Standards, IASC Guidelines on the Inclusion of Persons with Disabilities in Humanitarian Action
  • Contribute to adherence to Humanity & Inclusion’s Safeguarding policies : Child Protection; Protection of Beneficiaries from Sexual Exploitation, Abuse and Harassment; Anti-Fraud, Bribery and Corruption and other policies required of the position such as Disability, Gender and Age Policy

Responsibility 3: Contribute to external project communication

  • Contribute in promoting the mandates of (the donor) and HI through advocacy work, lobbying and alliance building. On the side of HI, ensure inclusion is promoted in all formats of communication and is advocated in various platforms

Responsibility 4: Emergency Preparedness and Response

  • Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

PROFILE: Qualification(s):

  • Bachelor’s Degree on any of the following: Social Sciences, Development Studies, or any related courses
  • Excellent in spoken and written English, Filipino & Maguindanaoan.
  • At least 1-year experience in emergency /humanitarian settings in NGO/INGO in the Philippines.
  • Experienced working in the BARMM communities.
  • Experienced in disaster preparedness and anticipatory action.
  • Experience in development project implementation plan and coordination.
  • Proven understanding of Disaster Risk Reduction and Management in the Philippines.
  • Proficient in using computer programs and online collaboration and training tools.
  • Training on disability, gender, age cross cutting issue is an asset.
  • Knowledge in partnerships development and alliances is desirable.
  • Flexibility, enthusiasm and willingness to learn and adapt within dynamic and often self-directed
  • Ability and willingness to travel to the field extensively; Knowledge of the geographical area is an advantage.
  • Ability to work well and punctually under pressure.
  • Knowledgeable of the local and political context of the project area and in BARMM in general.
  • Knowledgeable of local dialect like Maguindanaoan is an asset.
  • Technical experience in one of the humanitarian sectors: anticipatory action, protection, and inclusion.
  • Substantial knowledge on DRR and its application in the implementation of project activities

Skills (knowledge, abilities required for the position)

  • Knowledge on the international humanitarian standards (e.g. Core Humanitarian Standards, SPHERE Standards) and framework and the national humanitarian UN coordination system.
  • Knowledge and understanding of disability in emergency will be an asset.
  • Excellent facilitation and communication skills, and negotiating and managing problems and conflicts.
  • Proven skills to advocate and build networks, and to promote participation and cooperation among stakeholders.
  • Knowledge in setting up accountability mechanisms and protective measures towards beneficiaries.
  • Knowledge and understanding of disability in emergency will be an asset.
  • Undertake communication and liaison activities to consult and involve beneficiaries, key in informants, actors, partners and stakeholders in all stages project design and implementation.
  • Cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors at technical/community meetings.
  • Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon – rather than replicate – the work of others.
  • Provide support to the partners in project implementation and ensure timely- and qualitative implementation of projects by partners in line with HI and donor requirements.
  • Participate in review meetings with partners, with particular attention given to the relationship aspects of partnership collaboration, and ensure that any issues or disputes are resolved in a timely manner.
  • Establish sound and effective feed baking mechanism in the community.
  • Knowledge on the disability sector and its application to the implementation of project activities
  • Integrity – values honesty and is trustworthy at all times and in all situations, resists pressure from internal and external actors in influencing decisions that may affect project resources, objectives and working relationships
