Based in Ayr, the Energy Agency is a charity that provides independent advice on energy efficiency, renewable energy and sustainable transport, and delivers small and large scale energy efficiency projects throughout south-west Scotland. We work across multiple sectors including housing, businesses and communities.

 

The Energy Agency is contracted by South Ayrshire Council to provide project management services to deliver the Scottish Government funded Area Based Schemes. We are seeking to employ an experienced professional ready to take the next steps into Project Management. The post will involve managing multiple energy efficiency projects in domestic housing across South Ayrshire and will be supported by a suite of training over a 3-year period.

 

You will be responsible for procuring and managing several contractors to deliver energy efficiency measures, primarily External Wall Insulation systems, in line with the objectives of the Scottish Government’s Area Based Schemes.

 

The postholder will be responsible for managing multiple budgets of circa £3M value per annum working closely with a range of stakeholders, including contractors, Councils, Housing Associations and the Scottish Government.

The ideal candidate will be responsible for planning, coordinating, and implementing projects within the decided-upon budget, timeline, and scope. They will also effectively monitor and present project updates to relevant stakeholders, clients, or project team members. 

 

The post has four main functions:

  •  Planning and designing energy efficiency retrofit projects in the housing sector to improve the energy efficiency of multiple mixed-tenure dwellings.
  • Procurement of suitably qualified energy efficiency contractors to deliver measures. 
  • Effective management of programme budgets across multiple projects.
  • Managing contractors’ performance across a range of KPI’s, including but not limited to; delivery progress, quality performance, customer management, site management, health & safety and sustainability.

PRIMARY RESPONSIBILITIES:

  • Liaise with the Council and Housing Associations to develop project plans.
  • Prepare and submit those plans to Scottish Government for approval.
  • Prepare tender documents and specifications in conjunction with our technical team and undertake tender assessments.
  • Assist the Senior Project Development Manager in the preparation of works contracts.
  • Build and maintain relationships with contractors to ensure efficient delivery of energy efficiency installations within challenging timescales.
  • Oversee contractors’ work programmes and ensuring quality installations and high levels of customer satisfaction. This will involve regular visits to live construction sites and chairing meetings with contractors throughout the duration of the projects.
  • Management and regular review of programme budgets.
  • Effectively liaise with other Energy Agency staff, particularly within the Project Management Team, including the Quality Inspection/Technical staff and Customer Liaison Staff.
  • Participate in knowledge exchange and regularly review the effectiveness of project delivery to identify areas of improvement.
  • Provide customer care support and act as mediator where disputes between householder and contractor arise. Manage enquiries/complaints from householders, Councillors, and MSP’s, gathering sufficient evidence to respond effectively.
  • Maintain records and prepare regular reports for Council Committees, Scottish Government and Energy Agency Board as required.
