Created in 2016 and financed by UK Official Development Assistance, the UK-PHRST is the primary arm of Her Majesty’s Government to provide and coordinate the UK’s public health response to outbreaks in low- and middle-income countries. The UK-PHRST is a unique collaboration between Public Health England and the London School of Hygiene and Tropical Medicine. In addition to outbreak response, the UK-PHRST also conducts outbreak-related research and capacity building for outbreak response.

Summary

The UK Public Health Rapid Support Team (UK-PHRST) Project Manager for Operations and Deployments will be responsible for managing the daily operations of the UK-PHRST and Director’s office. They will be required to provide a high-level effective project management function as well as business support to the team. They are required to ensure systems and processes are in place to maintain a public health rapid response capacity, capable of deploying within 48 hours as well as supporting the Director to ensure the correct expertise is identified, prepared, deployed rapidly and returned safely for emergency international public health responses.

Project Management

The post holder will:

  • Take overall responsibility for the full range of project management processes including: effective use of resources, identification and escalation of risk and initiation of corrective action where necessary
  • Produce project documentation to enable accurate and up to date reporting on the progress of the project deliverables using appropriate methodology
  • Develop and deliver written and verbal reports, briefings, annual reviews, logframe and implementation plan autonomously as well as in conjunction with programme manager
  • Liaise with senior managers in external bodies and contributors to enable their input into key documents and report on the progress of the project deliverables ensuring delivery of the agreed benefits and outcomes
  • Lead on processes (as required) to enable effective monitoring and evaluation for deployment including, but not limited to, evidence collection for logframe reporting

Operations and Deployments

This includes:

  • Support the core management team in ensuring accurate and timely financial budgeting, expenditure, forecasting and reporting on operational aspects of UK-PHRST work, ensuring value for money (particularly deployment and medical costs)
  • Lead and manage the safe, efficient, and rapid travel of staff to emergency and non-emergency settings ensuring safety and security processes are adhered to
  • Occupational health processes are maintained and reviewed
  • Lessons learnt are captured and recommendations implemented
  • Act as UK-PHRST focal point for The World Health Organization (WHO) and Global Outbreak Alert and Response Network (GOARN) and work with other partners (particularly Foreign Commonwealth and Development Office (FCDO), Department of Health and Social Care (DHSC), the UK Emergency Medical Team (UK EMT) and UK Med) to ensure timely communication and coordination of all UK-PHRST travel
  • Lead on ensuring compliance with HMG travel expectations across the programme
  • Provide critical review of Situation Reports and End of Mission Reports as needed

Management and Leadership

This will involve:

  • Line management of a small team of staff and deputise for the UK-PHRST Programme Manager when required

UK-PHRST reserve cadre

Related duties comprise:

  • Lead on the development and recruitment of the UK-PHRST reserve cadre alongside UK-PHRST partner organisations and manage this through UKHSA’s corporate bodies to approval and adoption
  • Manage the UK-PHRST reservist register and ensure engagement from reservists and their line managers
