Risk Communication for Early Action (RiCA)
The Risk Communication for Early Action (RiCA) project is running from now until June 2024. This project aims to increase stakeholders’ ability to communicate effectively about risk for Early Warning and Early Action through supporting the development of global tools and supporting stakeholders in target countries. The stakeholders for this project are those that contribute to inclusive, responsive and accountable early warning systems including National and sub-national governments and related departments; Technical experts; Media and communication professionals and Local community actors / Civil society representatives.

Organisation structure
The Project Lead, Barbados (consultant/freelance) reports into the Senior Project Manager, Global (based in London). The role will liaise regularly with the Project Director.
Role responsibilities and accountabilities
BBC Media Action requires an experienced Project Lead to oversee the Risk Communication for Action (RiCA) project in Barbados.
The Project Lead is responsible for leading project activities in Barbados and ensuring that they are delivered on time, on budget and to high quality. The position requires working collaboratively with the London-based Project Director, Research Manager – Barbados, Senior Project Manager for RiCA and other staff on the project to ensure smooth project operation.
The role involves building and maintaining excellent relationships with a wide range of stakeholders, including government actors, technical experts, civil society organisations, and media and communication professionals.
The position is based in Bridgetown and will involve some travel within Barbados.
Context
BBC Media Action uses media and communication to reach millions of people through creative communication and trusted media, helping people have their say, understand their rights, responsibilities and each other, and take action to transform their own lives. We work across a range of thematic areas including health, governance and rights, resilience and humanitarian response and we partner with civil society, local media and governments to deliver our work.
BBC Media Action is running the Risk Communication for Action (RiCA) project – in multiple countries, including Barbados, Somalia, and Cambodia. We seek a Project Lead to deliver the project in Barbados.
The aim of the project is to increase the capacity of target stakeholders to communicate about risk for Early Warning and Early Action. Target stakeholders include the key actors necessary to create inclusive, responsive, and accountable early warning systems: (1) National and sub-national governments and related departments; (2) Media and communication professionals; (3) Technical experts; (4) Local community actors / Civil society representatives.
Main Duties
• Ensure that project activities in Barbados are delivered on time, on budget, to high standards and according to donor commitments.
• Develop, manage and maintain effective relationships with external stakeholders linked to early warning early action, including, project partners, government ministries, donors and other stakeholders.
• Co-develop and co-deliver workshops and capacity strengthening activities
• Mentor stakeholders to develop a media and communication strategy
• Contribute to the development of relevant project management tools that support the
effective monitoring and implementation of project activities, including but not limited to the theory of change, logframe/results framework and workplan.
• Contribute to project reports, including writing sections of reports, both internally to BBC Media Action and externally to donors, partners, and other interested parties.
• Work with finance staff to ensure timely and accurate financial reporting.
• Work closely with the research team in the design and coordination of monitoring and evaluation activities and regular review and feedback sessions, and adjust project delivery as necessary based on research and feedback findings.
• Represent the work of BBC Media Action in Barbados to the highest professional standards.
• Understand and comply with the BBC Media Action policies, e.g., the Safeguarding policy and the staff Code of Conduct, and more.
• Ensure adherence to relevant BBC policies and standards. Including project management, health and safety, financial, legal, technology and other compliance requirements.
• Participate in relevant mandatory training on Safeguarding and Respect at Work.
• Support the documentation and dissemination of learnings from the project.
Essential Knowledge, Skills and Experience
• Right to live and work in Barbados with excellent spoken and written English language.
• Strong experience managing projects/workstreams to successful outcomes, ideally in the development sector.
• Excellent interpersonal, negotiating and diplomatic skills, including experience working with the government, partners and donors.
• Able to manage stakeholders and deliver in ambiguous, fast-changing and complex environments.
• Confident public speaker with experience of presentations to colleagues, donors and stakeholders.
• Experience in problem solving, progress monitoring, managing risk and budget or resources.
• Strong project report writing and presentation skills.
• Ability to plan, resource, monitor, and evaluate outcomes of work with minimal supervision.
• Good organisational and time management skills, with the proven ability to prioritise across multiple tasks, work independently and maintain attention to detail.
• Track record of delivering projects on time and to a high standard.
Desirable Knowledge, Skills and Experience
• Strong background and networking in disaster risk management/disaster risk reduction (DRR), early warning systems, and relevant sectors.
• Strong understanding of the role that media and communication can play in disaster risk management, DRR and early warning.
• Skilled in planning, convening and delivering events and training workshops.
• Ability to travel and work outside of Bridgetown, with potential overnight stays – if relevant.
