TITLE: Project Lead-Gender Specialist

TEAM/PROGRAMME: Operations

LOCATION: Bong and Montserrado Counties

GRADE: 2

CONTRACT LENGTH: fixed term, 1 year, renewable subject to performance and funding

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Project Lead-Gender Specialist, leads the implementation of the Save the Children’s SRGBV Programme in Bong and Montserrado Counties in Liberia.

S/he is responsible for:

Ensuring project delivery and quality, through capacity building, activities planning, implementation and monitoring; mobilizing and engaging partners and stakeholders from Government bodies, UN Agencies, International NGOs, Civil Society and Community Based Organizations to contribute in project implementation and monitoring.

S/he is also responsible for representing Save the Children in protection and allied thematic coordination platforms in Bong and Montserrado and to promote gender-sensitive and gender transformative approaches to prevent and respond to violence against children. The Protection Programme Manager ensures quality of all gender driven protection interventions and trainings.

In the event of a major change in the humanitarian emergency, the Protection Programme Manager will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: Responsible for SRGBV programme implementation and development in Bong and Montserrado Counties. Initiates and upholds dialogue with Government bodies, UN Agencies, INGO’s, and other Child Protection Agencies on delivery of project results and sustainability of the project. Engages communities’ leaders and members; promoting participation of girls and boys, mobilizing service providers to prevent and respond to Sexual and gender-based Violence. Leads on capacity building and institutional strengtherning to enable local child protection system to prevent and respond to violence against children.

KEY AREAS OF ACCOUNTABILITY :

Programme delivery, management and quality assurance

  • Hold overall responsibility for the implementation of all aspects of the SRGBV Programme.
  • Lead and motivate the Protection team: Project Officer, Coaches, Drivers Office Assistant etc. in the delivery of the programme’s goals and objectives.
  • Oversee monthly monitoring and reporting on all award management aspects: phased budget and actual expenses analysis, work-plan progress and updating, procurement plan revision, data collection and analysis and monitoring of indicators.
  • Lead on development of Terms of References and or Concept Notes to hire Consultants and closely monitor achievements of project results assigned to Consultants.
  • Ensure that monitoring, evaluation, accountability and learning tools are systematically implemented, in cooperation with the Head of MEAL at the CO.
  • Work closely with the Education advisor and other colleaugues to ensure an integrated approach with Education, Nutrition, and other thematic areas during project implementation.
  • Produce high quality reports within agreed reporting schedules.
  • Liaises with the Awards Manager and Safeguarding Lead to establish and monitor unfolding of partnership agreements with Project’s implementinmg partners.
  • Liaise with the relevant thematic leads to conduct gap assessments and to strengthen capacities of project partners to design, implement, advocate and monitor gender-sensitive intervention protecting girls and boys from violence.
  • Mentor, coach and supervise partners working in the areas of Gender quality ensuring that they regularly report on financial and programmatic aspects in line with partnership principles and guidelines.
  • Conduct regular field visits to monitor activities, analyse the context – including discussions with beneficiaries and other stakeholders.
  • Oversee – in collaboration with the MEAL team – baseline surveys, beneficiaries’ satisfaction surveys and endline surveys, regular monitoring, review and evaluation of project implementation and impact.
  • Document project learning, and incorporate analysis and lessons learned into new strategies/activities and advocacy work.
  • Ensure that project implementation approaches take into account gender relations and that the different needs of and opportunities for women, men, boys and girls and vulnerable groups are considered and respected.
  • Programme development and fundraising
  • Build and maintain strong local information-sharing networks to ensure access to the latest information on Child Protection risks in the areas of intervention.
  • Lead on situation analysis/needs assessments in the area of CPiE to sustain preparation of new proposals.
  • Lead on development of concept notes and proposals for Child Protection and promotion of Gender Equality to sustain project attainments and to broaden project scope.
  • Performance management and capacity building
  • Line-manage the project staff.
  • Lead, manage and motivate direct reports, ensure that staff has clear objectives and receives meaningful and regular feedback on performance.

  • Contribute to advocacy and research initiatives.
  • Advocate for the importance of gender-sensitive and gender-transformative child protection in schools.
  • Comply with all relevant Save the Children policies and procedures with respect to child safeguarding, code of conduct, anti-fraud, health and safety, equal opportunities and other relevant policies.
  • Create and maintain a cooperative and positive working environment where staff has clear roles and responsibilities, participates in decision making and are supported in progressing towards objectives.
  • Lead on capacity building of staff through coaching, mentoring and training.
  • Coordination
  • Represent Save the Children in thematic cluster meetings, working groups and relevant coordination platform on gender equality, sexual and gender based violence, DDR and child protection in Bong and Montserrado.
  • Contribute to building and strengthening operational links to other child protection actors in the area (local and international NGOs, United Nations Agencies, State Child Protection Services and, Civil Society Organisations, schools’ PTAs among others).

QUALIFICATIONS

  • Master of Sciences or Post Graduate Degree in a relevant Field

EXPERIENCE AND SKILLS

Essential:

  • At least 5 years of working experience in the areas of Child Protection and promotion of Gender Equality with track record working experience in education systems;
  • Strong working experience on prevention and response to sexual and Gender based Violence;
  • Knowledge and working experience of Child’s Rights Programming approach.
  • Proven skills in programme management and administration, including grants management aspects and donor compliance.
  • Strong knowledge of the humanitarian accountability partnership (HAP) principles
  • Skills and experience in project/programme monitoring review, reporting and evaluation
  • Strong skills in people management, moderation, conflict resolution and capacity-building
  • Strong analytical and conceptual skills and the ability to think and plan strategically
  • Strong coordination skills with a diplomatic approach
  • Ability to lead projects and support a team working from remote locations
  • Fluency in written and spoken English.
  • Ability to work with limited supervision
  • Commitment to and understanding of Save the Children aims, values and principles.

Desirable:

  • Liaises with the national CSP Focal Point regularly to review and update CSP risks and mitigation measures and to document these

  • Ensure all reported CSP breaches (allegations and cases) are addressed and duly reported on in keeping with local procedures.
