Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Support Unit Coordinator, and in close coordination with senior management, resources management and programme managers, the Project Development and Donor Liaison Officer will support and coordinate the project development and donor liaison activities of the IOM Moldova mission.

Core Functions / Responsibilities:

  1. Support and coordinate project development activities, in close collaboration with Project Managers and Resource Management Unit, to help ensure that projects are results-based and aligned to IOM global, regional, and country strategies and frameworks.
  2. Maintain up-to-date knowledge of all projects and programmes implemented by IOM Moldova.
  3. Provide technical and administrative information and guidance on relevant and thematic fundraising strategies, and actively contribute to the mission’s fundraising efforts by compiling and analyzing information on strategic migration-related initiatives, donor policies and priorities, recommending new funding opportunities in close coordination with Program Managers.
  4. Support fundraising actions by liaising with donor counterparts, organizing and attending meetings and field visits, compiling, and providing information to donors, and producing or contributing to the preparation of information products such as situation reports, overviews, talking points and briefing packs.
  5. Provide or coordinate inputs for information requests from Headquarters, the Regional Office, other IOM Country Office, and external partners, such as donors, government, partner agencies, and implementing partners.
  6. Provide administrative support for the coordination of new and ongoing projects, including for aspects related to activation, processing, endorsement, records-keeping, and submissions in line with specific IOM internal requirements and procedures.
  7. Participate in relevant UN conferences, workshops, steering committees, and technical working groups, as well as other forums, to facilitate proper coordination and presentation of IOM activities.
  8. Support the development of effective knowledge management, including project tracking, data capture, analysis, monitoring and evaluation and information sharing.
  9. Support in reporting on program status, impact and response to specific issues to a variety of audiences, including media, and through various formats.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Development, Political, International Relations, Governance, Social Sciences or a related field from an accredited academic institution with two years or relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in project development, implementation and/or support, including in relation to reporting, fundraising and donor relations, project monitoring and evaluation activities, is required;
  • Proven experience with strategic planning approaches, collection and systemization of information, and report writing;
  • Previous experience with and knowledge of foreign government funding mechanisms is essential;
  • Previous exposure to work with UN agencies, Government entities, Civils Society Organizations and other stakeholders.

Skills

  • Knowledge of UN/IOM’s regulations, policies and procedures.
  • Knowledge and experience working with PRIMA.
  • Excellent communication, coordination and time management skills are required.
  • Excellent organization skills, analytical and creative thinking.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Romanian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
