Background:

In Somalia and Somaliland FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.

Primary purpose of the position:

The position is responsible for coordinating the Gender and Responsive Governance component on the anticipated Local Governance Project which includes coordinating relationships with national partners and stakeholders, and the monitoring and reporting, and the finances and personnel of the portfolio. The coordinator will play a key role in establishing and maintaining sound working relationships and partnerships with ministry of interior, The Somalian Ministry of Women and Human Rights Development, state level government relevant actors, Women led civil society organizations, local and international NGO partners.

Main tasks:

  • Analyze national context and identify key opportunities and partners to advance the Gender and Women empowerment Agenda on Local Governance at national and state level through consultations during Project implementation.
  • Ensure the translation of the Local Governance, Peace building and Reconciliation priorities into successful national/local interventions that resonate with country-level priority to promote Gender Responsive Local Governance.
  • Prepare and finalize Gender and Women empowerment strategy documents, Study Reports, Training Modules, briefs, policy dialogue and other documents related to the project and related Right to Peace programs;
  • Identify capacity building needs at national and sub-national levels including focused states and support partners and team of experts through technical assistance, mentoring, training, cross partner learning and sharing.
  • Undertake meetings with relevant national ministries and state government departments for enabling buy-in into the project with Gender focused lenses.
  • Build strategic partnerships with institutions and policy makers to identify possible areas of cooperation, especially contributions to gender-responsive Governance and Reconciliation practices at the national state and District levels.
  • Provide inputs for the development of ToRs, methodologies, tools and knowledge products, related to the project. Work closely with lead Governance and Reconciliation and MEAL teams for finalizing scoping study, researches and development of customized training and reporting tools.
  • Support Project Manager in implementation of project activities, development of work plans, implementation of project activities and develop a mechanism to monitor implementation of planned activities and budgets.
  • Establish effective coordination with donor and the Somalian Ministry of Women and Human Rights Development for defining project activities and smooth implementation of the project.
  • Ensure timely deliverable of all product outputs and knowledge products and lead meetings and workshops for the project team to clarify the project’s objective, methodology and progress.
  • Supporting the day-to-day activities related to the management and implementation of the Project, including procurement, project monitoring and evaluation, financial management, progress and financial reporting
  • Ensure timely preparation and submission of all project related reports especially Monthly, quarterly and annual narrative reports. Provide substantive inputs to the preparation of donor and FCA reports.
  • To coordinate with the Project Team and other relevant departments matters in Local Governance.
  • With the support of the Project Manager, Head of Operations and Administration and the Finance Manager to support logistical and procurement needs of the project.
  • In close collaboration with the Project Manager to ensure the quality of project deliverables, suggesting action/corrective measures and Red flag any burning issue of the budget either over spent or under spent and coordinate with Project Manager

Experience:

  • Minimum Degree in Social Sciences/Economics/Social Work /Gender Studies/Public Administration/Policy or related fields. Master’s Degree will be an added advantage
  • Minimum 5 years’ experience of Project Management and Coordination is required.
  • At least 5 years of progressively responsible experience at the national level in managing complex and multi-component programme interventions with national partners, preferably related to governance and/or gender equality;
  • Experience in coordinating, implementing, monitoring and evaluating Humanitarian and development programmes and projects;
  • Previous experience working with INGOs in Somalia is an asset.
  • Experience of working directly with national/ state governments is desirable.
  • Strong interpersonal communication and coordination skills
  • Good knowledge of Somalia is an asset
  • Leadership and teamwork skills
  • Knowledge and working experience in Gender Equality and Social Inclusion is an asset
  • Proficiency in English and Somali (oral and written)
