Project Coordinator

Job Description: ICTJ is seeking a Project Coordinator to manage a regional project funded by the European Union to support transitional justice in Africa. The Project Coordinator will be responsible for coordinating the implementation of relevant project activities in close consultation with the consortium partners and in collaboration with the African Union Commission’s (AUC) Department of Political Affairs, Peace and Security, particularly with the Divisions of Governance and Human Rights, as well as Post Conflict Reconstruction under the Directorate of Governance and Conflict Prevention. The Project Coordinator will serve as a liaison between the AUC, the consortium, and the European Union to ensure effective coordination throughout the project’s implementation.

This position is based in Addis Ababa without exception.

Duration:

This is a one-year contract that may be extended depending on performance and the availability of funding.

Specific Roles and Responsibilities include:

  1. Planning, management, and monitoring of project activities led by ICTJ, in close cooperation with members of the consortium and the AUC.
  2. Coordinating, monitoring and follow up of project activities led by other members of the consortium, in close cooperation with ICTJ and the AUC.
  3. Ensuring compliance with European Union (EU) project management rules and procedures by consortium throughout the implementation of the project.
  4. Provide regular reporting on project activities, internally and externally; draft interim and final narrative project reports, in coordination with the consortium members.
  5. Consolidate the collection, management and use of project evidence and data with the support of the in-country teams and feed in the EU monitoring and evaluation system.
  6. Monitor the level of project expenditures in coordination with ICTJ finance teams.
  7. Manage the in-country team and supervise the functioning of the in-country project office.
  8. Develop and regularly update capacity work tools for the projects, relevant analytical documents, and communication material.
  9. Development of concepts and TORs, recruitment, and management of contracts in consultation with ICTJ, as well as the AUC, and in line with ICTJ and EU rules and procedures.
  10. Maintain and regularly update a roster of transitional justice experts that will be deployed to the AUC, RECs, and AU member states to offer tailored technical assistance.
  11. Liaise with the AUC to respond to requests for technical assistance by member states and RECS.
  12. Plan and coordinate continent-wide workshops, trainings, research studies, assessments, and related activities at the AUC, REC, and member state level in collaboration with the Consortium partners.
  13. Ensure effective flow of communication within the project team, the Consortium partners, the AUC and the EU.
  14. Liaise with relevant stakeholders to plan program activities, including training and workshops on relevant aspects of Transitional Justice with a specific focus on the AUTJP.

Other duties as assigned

Qualifications:

  • Education: An advanced degree in political or social sciences, law, or economics.
  • Experience: Acquired at least 7 years of relevant work experience in human rights, transitional justice, and project management.

Requirements

Suitable candidates must meet the following requirements:

  • Knowledge of the institutional mandate, structures, policies, and procedures of the African Union.
  • Experience working or cooperating with government structures, think tanks, and regional and international bodies such as the EU, UN, and AU.
  • Experience in program management of multi-stakeholder programs.
  • Ability to build and sustain effective partnerships with the African Union Commission and African Union Member States.
  • Proven working knowledge of monitoring, evaluation, and learning tools, as well as the logical frame approach.
  • Knowledge of European Union project management regulations, reporting requirements, structures, and procedures.
  • Experience setting up and managing consultancy contracts and steering consultants’ work in close cooperation with partner structures.
  • Experience in facilitating conferences, training, and consultations with various stakeholders on a regional level.
  • Proven experience in policy development and implementation on a regional or national level.
  • Fluency in English; knowledge of French is an asset.
  • Excellent communication skills and diplomatic conduct.
  • Willingness to learn and adapt tasks and responsibilities to a changing environment.
  • Ability to work in a multicultural environment and a complex program structure.
  • Willingness to travel within Africa and occasionally outside of Africa.
