General Description of the Programme:

GOAL has been working in Sudan since 1985. GOAL is currently working directly in North Darfur, implementing through partners in Kassala, and new programming planned in South Kordofan. The current GOAL programmes focus on four main sectors: Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and women’s education (REFLECT),

General Description of the Role:

The Programmes Director is a member of the GOAL Sudan Senior Management Team (SMT) with overall responsibility for the strategic development of GOAL’s programmes in Sudan. The role focuses on programme planning and development, reporting, M&E and capacity building, as well as coordination internally and with relevant partners and stakeholders.

Key Duties

  • Work with the Country Director to develop a clear vision, objectives, strategic direction, and plan of activities for GOAL Sudan’s programmes based on the principles and policies of GOAL
  • Oversee the development of donor proposals – log-frames, narratives and budgets – based on the above and field site planning
  • Oversee the implementation of GOAL’s programmes; ensure that programme teams develop detailed activity plans in line with the objectives of donor proposals. And ensure that those activity plans are regularly reviewed, in terms of actual outputs and financial spends, and amended as necessary to ensure the programmes achieve their objectives within the allotted time and budget;
  • Prepare donor and internal narrative reporting, ensuring that all reports meet the required standards and that all donor reports are submitted in time to Dublin for their review before final submission to the donor.
  • Ensure GOAL is appropriately represented in external coordination mechanisms including the sector-specific technical working groups.
  • Oversee the development and/or implementation of appropriate Monitoring, Evaluation and Learning (MEL) and programme management tools and systems, and ensure that analysis and recommendations are utilized for programme decision-making.
  • Ensure that programs designing, and implementation meet international and national standards and follow protocols with a focus on Primary Health Care and Nutrition (both curative and preventative); WASH and FSL;
  • Ensure appropriate programme input into GOAL’s monthly Budget Management Tools.
  • Ensure Grant Management Meetings are held in accordance with GOAL policy.
  • Oversee the development of internal mechanisms for institutional learning and documentation. With particular focus on capturing the experience and lessons learnt from the various within GOAL Sudan as well as GOAL Globally;
  • Ensure effective consideration and mainstreaming of Child Protection, Gender and HIV through all stages of programme design and implementation, working in close coordination with Technical Coordinators, Dublin-based Advisors and other agencies operational in GOAL’s area of intervention and with specific, technical expertise in protection programming;
  • Work with other team members to ensure adherence to GOAL and Donor policies as these relate to working with partners. This will include – but is not limited to – robust partner assessments and documented monitoring frameworks, completion of Organizational Capacity Assessments and the implementation of clear, agreed partner capacity development plans (including training, mentoring and other support as necessary)
  • Ensure that beneficiaries, local authorities, and local staff are consulted and involved as much as possible in programme planning, implementation and M&E.
  • Ensure logistics, HR and finance protocols are followed by all programmes team members
  • Work with Assistant Country Director Systems, and Financial Controller to ensure appropriate involvement of operations departments at all stages of the programme cycle.
