Purpose of the position:

Based in GZT, the Program Support Coordinator plays a pivotal role in supporting Bahar’s Protection and Education program coordinator by overseeing the program execution through the Turkey office. He/she provides essential technical support to the organization’s staff across Turkey and Syria. This role involves comprehensive responsibility for Bahar’s Protection and Education program in NWS, encompassing program design, development, and ensuring high-quality implementation. The program support coordinator oversees project progress both operationally and financially in line with work plans. Additionally, he/she maintains strict adherence to humanitarian and protection principles throughout the program’s execution.

Job Duties and Responsibilities:

Communication and representation

  • Participating in representing the organization in the Education and Protection cluster and sub-cluster meetings and workshops.
  • Participating in representing the organization in the meetings and communications with donors, partners, and other stakeholders related to Education and Protection.
  • Participating in the coordination meetings with the Turkish government related to Protection and Education projects.
  • Maintaining good relationships with projects’ donors to ensure sustainable funding and partnership.
  • Exploring partnership opportunities with new donors and funders in collaboration with the program manager.

People management

  • Managing the Protection and Education department in the Turkey office and providing the technical support needed.
  • Supervising and providing technical support to the GBV and CP case managers and ensuring quality life-saving service provision and confidential documentation of the case management and referrals-related information.
  • Ensuring constant coordination between the Protection and Education department and other support/operations departments including the liaison team to ensure quality and timely implementation of the project’s activities.

Project management and development

  • Providing management support to Education, Protection, Gender-Based Violence, Child Protection, and Mine Action projects
  • Ensure applying and maintaining an integrated approach between the previous sectors/sub-sectors and with the other sectors as well to provide comprehensive and cost-efficient assistance to the affected population.
  • Contributing to the Protection and GBV mainstreaming in Bahar organization’s programs.
  • Support the program officers in developing the projects’ work plans and closely monitor the implementation and progress of the projects according to the pre-set milestones.
  • Contribute to project proposal and budget development and writing.
  • Submission of periodic reports to donors and revising the reports prepared by the program officers before the final submission to donors.
  • Support in developing MEAL tools based on projects’ activities and indicators.
  • Developing the project reports’ templates according to the projects’ activities and donors’ requirements.
  • Providing the technical support needed for the organization’s teams in Turkey, Syria, and Iraq.
  • Preparing cash flow plan, financial tracking to the ongoing project and follow up on forecast/financial plan VS actual expenditures.
  • Reporting the challenges and achievements to the programs’ manager.
  • Traveling to Syria to closely supervise the field teams and monitor the projects’ implementation.
  • Developing Human Interest Stories (HIS) to be published by the Bahar organization and its donors.
  • Networking and approaching donors to maintain and expand the scope of the Protection and Education Program
  • Delivering training to the field teams on Protection, GBV, and CP.

Academic Qualifications and Professional Experience & Skills:

  • Minimum of 3 years of work experience in Protection and Education programming.
  • Bachelor’s degree in sociology, psychology, Gender, or Educational Studies, or other appropriate fields; or equivalent work experience.
  • Experience with INGO is an advantage.
  • Turkish national
  • Language proficiency: Advanced (reading, writing, and speaking) English and Arabic
  • MS Office proficiency
  • Ability to transfer gained skills to other staff.
  • Ability to work in a multi-cultural and multi-ethnic environment with respect for diversity.
  • Adhering to the organization’s vision, mission, goals, and objectives; commitment to humanitarian principles and actions.
  • Knowledge and familiarity with the humanitarian sector and coordination mechanisms.
  • Ability to prioritize tasks and to synthesize.
  • Strong attention to detail and high level of organization.
  • Good presentation and communication skills.
  • Good interpersonal skills and ability to work under pressure.
  • Good organizational skills including attention to detail and multitasking skills.
