Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the overall supervision of the Head of Sub Office – East, Southeast, Mediterranean (ESEM) Turkey Region and the direct supervision of the Senior Programme Coordinator, the Programme Support and Reporting Officer will support in data review and analysis, conducting research, writing analysis findings reports on regular basis as well as donor reports and updates, developing project proposals and concept notes, and supporting in the coordination and liaison with internal and external stakeholders such as United Nations (UN) agencies, humanitarian clusters and donors.

Core Functions / Responsibilities:

1. Support in the production of programme’s reporting obligations and impact materials including regular mobility monitoring, household surveys, thematic surveys, donor reports, flash reports, presentations, and other materials.

2. Conduct analysis of quantitative data and findings of data collection rounds and determine relevant information for inclusion in different reports.

3. Support the development of relevant assessment tools such as multi-sectoral, inter-sectoral, and thematic assessments, alerts, provincial profiles, etc. including coordination with humanitarian partners as needed.

4. Contribute to regular and timely donor reporting, and provide regular, complete and concise tracking reports of the programme implementation to the Programme Manager.

5. Conceptualize relevant infographics, graphs, maps and tables to be included in internal and external reports and updates.

6. Develop project proposals and concept notes in line with donor priorities and the Programme strategies in close coordination with the Programme Manager.

7. Track and answer to information / data requests from the International Organization for Migration (IOM) (Headquarters (HQ) and other Country Offices (CO)) and external staff (UN agencies), clusters etc.) in coordination with the Programme Manager.

8. Support the Senior Programme Coordinator in liaising with humanitarian clusters and partners in order to plan and conduct flash, thematic, or inter-sectoral assessments.

9. Define, design and implement research projects to improve both understanding of population behavior, needs, and vulnerabilities as well as capacity to monitor and evaluate the impacts of humanitarian policies and programmes.

10. Support internal and external stakeholder to ensure understanding of relevant data in order to use it to improve identification, coordination, service delivery and Monitoring and Evaluation (M&E) of activities.

11. Contribute to developing and maintaining strong and regular liaison with the programme’s partners, such as UN agencies, humanitarian clusters, donors, and any other concerned agencies and working groups.

12. Participate in workshops, trainings, seminars and other meetings as requested by the Senior Programme Coordinator.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the field of project development, reporting and related activities, complex project implementation, budget drafting, research, and liaison with international agencies (UN agencies, international organizations, and international specialized NGOs) and donors;

• Experience with project planning, scheduling and deployment of resources, and evaluation and assessment;

• Direct experience in the region is a distinctive advantage.

Skills

• Good experience in Displacement Tracking Matrix (DTM) and needs identification projects.

• Strong writing and analytical skills especially in donor reports and proposal development;

• Knowledge of donor funding mechanisms, reporting requirements and procedures, and project implementation;

• Knowledge of IOM’s administration, financial, procurement and legal systems and structure;

• Good knowledge of UN, IOM, international organizations, and NGO mandates and programmes in the area of humanitarian assistance, post-conflict, migration, and development;

• Ability to consolidate information from multiple sources.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
