ARMED FORCES AND SECURITY (FAS) PROGRAM MANAGER (For Philippines Nationals Only)

The Armed Forces and Security (FAS) Program Manager assists the FAS Delegate in implementing the FAS programme, including the planning, carrying out, assessing and following up FAS activities. He maintains contact with authorities, mainly military or security bodies at various levels, and participates in meetings with different contacts, in a leading or supporting role.

MAIN RESPONSIBILITIES

  • Assists the FAS Delegates/delegation in understanding all operating or dormant arms-carrier (AC) structures; to this end, monitors the political and security situation and specific groups/players and regularly updates mapping of arms carriers.
  • Supports the FAS Delegates in drafting the FAS Strategy and integrating it in the annual planning exercise (Planning for Results), in compliance with the delegation’s main operational priorities and strategy.
  • Represents ICRC to military audiences delivering the broad spectrum of ICRC activities, procedures, principles as well as the correct positions on International Humanitarian Law.
  • Maintains and updates the stock of different ICRC publications needed for FAS activities.
  • Contributes to developing and consolidating the ICRC’s network of contacts within the military and security forces.
  • Contributes to providing FAS-related advice to the delegation on security matters, including ongoing military operations (if relevant).
  • Supports the delegation in FAS-related matters, at his/her level of expertise. Requires travel and extended periods of work outside of normal hours at unsociable hours and at weekends.
  • Presents with confidence and to very high standards at lectures, meetings, seminars, and other venues, to very senior military Commanders, as well as to Staff Officers at Strategic, Operational, and Tactical level Headquarters.
  • Regularly prepares reports and minutes for the Delegation. In addition, ensures regular management and filing of information, and drafts formal letters and emails.
  • Represents the FAS Delegate in his/her absence.

REQUIRED PROFILE

  • A university degree or a degree from a police or military academy, former senior military officer, and preferably have proven operational experience.
  • Command experience would be an asset.
  • Fluent in English communication skills.
  • Good knowledge of international humanitarian law and prior work experience in the ICRC or a National Society would be an advantage. Whilst military experience is essential, he must display and prove good knowledge of detailed military structures, and military training, education and operational processes.
