Programme Officer (Ukrainian nationals only) (80 %)

Caritas Switzerland (CACH) is one of the leading Swiss NGOs in the field of poverty reduction in Switzerland and abroad. International Cooperation programmes focus on humanitarian aid, income generation, climate change and migration. Within the Ukraine Crisis Response, Caritas Switzerland works through local implementing partners, taking the localization of aid approach in its response, and focus on bringing technical value-added specifically in the fields of Livelihoods, protection, shelter, WASH.

Caritas Switzerland is seeking a dedicated and dynamic individual to join our Ukraine team as a Programme Officer. This position plays a critical role in supporting the Programmes team in the effective planning, implementation, and monitoring of projects in conjunction with our partner organizations. The Programme Officer will be responsible for support the successful delivery of humanitarian and economic recovery projects throughout the project life cycle. Caritas Switzerland work in Ukraine via our partnerships with Ukrainian organisations. A desire and ability to build positive and collaborative working relationships with counterparts in our partner organisations will be essential for the successful delivery of this role. The key responsibilities of the role are outline below, support and guidance will be provided by the programme coordinator in each area.

Your duties

Project Development and implementation

  • Support project formulation and proposal development processes.
  • Plan and arrange project opening, mid-term, or closing workshops.
  • Support project partners in specific tasks related to project start-up and ongoing implementation.
  • Monitor project progress, identifying and flagging potential issues to ensure timely and successful project delivery.

MEAL and Reporting

  • Plan, participate in or lead project monitoring visits.
  • Support in the development of monitoring and evaluation plans and tools.
  • Review partner monitoring and evaluation data and reports to assess strengths and areas for attention.
  • Support learning or review processes.
  • Support project reporting processes through development of templates, communication of requirements, review or drafting of partner or donor reports.

Partner capacity development support

  • Facilitate the engagement of technical advisors with project partners. This may include identification of support requirements, making arrangements for trainings, or technical support visits.

Administrative and information management

  • Ensure project files are up to date.
  • Support in the arrangement and facilitation of travel for technical support, project monitoring and other travel within Ukraine.
  • Supporting the programmes team with interpretation periodically.

Coordination

  • Participate in relevant cluster meetings or other coordination or information mechanisms as necessary, feeding key information back to the programmes team.

Our requirements

  • Bachelor’s degree in a relevant field.
  • Proven experience supporting project management and coordination – preferably in a international cooperation, humanitarian or development sphere.
  • Skills & Qualities.
  • Fluent Ukrainian and strong command of written and spoken English is required.
  • Motivation to work in close partnership with our project partners, building trusting and supportive working relationships.
  • Strong inter-personal, and communication skills.
  • Strong analytical, problem solving.
  • Good attention to detail and writing skills.

Location: Lviv, Ukraine with project site visits.

Terms: Consultant contract (80 %)
Starting date: 1st february 2024.
Duration: 6 months with a possibility of extension – depending on funding.
