Caritas Switzerland (CACH) is one of the leading Swiss NGOs in the field of poverty reduction in Switzerland and abroad. International Cooperation programmes focus on humanitarian aid, income generation, climate change and migration. Within the Ukraine Crisis Response, Caritas Switzerland works through local implementing partners, taking the localization of aid approach in its response, and focus on bringing technical value-added specifically in the fields of Livelihoods, protection, shelter, WASH.

Caritas Switzerland is seeking a dynamic and experienced individual who will provide programmatic support to the management of projects in livelihood, income generation and entrepreneurial support to businesses in close collaboration with the country team and Head Office. She/he ensures the effective, efficient implementation of all activities from a comprehensive project cycle management perspective. Reporting to the Head of Programme, the Programme Coordinator will contribute to the operationalisation of CACH strategy in Ukraine, ensure the quality monitoring and implementation of the set objectives, and provide a supervisory support to partners in the field. The goal is to create sustainable and impactful program that improves livelihoods and foster income generation, especially among vulnerable groups affected by the war in Ukraine. He/she ensures the alignment of projects with CACH country strategy, addresses community needs, and advocates for sustainable economic development practices in close collaboration with private sector and local implementing partners.

Your duties

Project Management

  • Develop and oversees project’s operational plan, budget, and reports aimed at promoting livelihoods, income generations and economic recovery among vulnerable communities in Ukraine.
  • Monitor the project progress towards its objectives and make adjustments as necessary.
  • Manage the project through partnerships with local NGOs and ensure that the partners have clear objectives and receive regular feedback.
  • Mobilize resources and ensure effective management of funds for project activities.
  • Assist in the development of project plans, schedules, and work plans, coordinating activities and participating in project activities/meetings to ensure project progression.
  • Prepare detailed reports on project activities, outcomes, impact and best practices.

Coordination and Partnership

  • Facilitate the knowledge building and sharing, ensuring the best practices and lessons learnt are disseminated across the programme.
  • Serve as a liaison between the programme team and partners, communicating project status and fostering relationship.
  • Manage administrative tasks for projects, such as setting up meetings, taking minutes, handling correspondence, maintaining project files and information management.
  • Assist with resource allocation and planning, ensuring that each aspect of the project has what it needs to success, in close collaboration with the partner.
  • Provide support to the programme team and partners as needed and help to resolve any administrative problems.
  • Establish and maintain strong relationships with private sector, partners, stakeholders, and community groups.
  • Collaborate with various organisations and agencies to maximize the impact of the project.

Monitoring and Evaluation

  • Evaluate the impact of the project and contribute to the development of new initiatives.
  • Ensure all necessary project documentation is accurate, up-to-date, and stored properly.
  • Monitor the project progress and ensure that the project remains within the agreed scope, budget and schedule.
  • Support the maintenance of project quality standards through the tracking of progress and the identification of any issues that may arise.
  • Identify and coordinate the risks with the programme team and support identifying the mitigation strategies.

Capacity-building and Resource Management

  • Enhance the skills and knowledge of individuals and groups in areas related to livelihood and enterprise development.
  • Build the capacity of partners in value chain development and resource management.
  • Ensure efficient use of funds and resources to achieve program objectives.
  • Engage with communities to understand their needs and challenges.
  • Develop programs that are tailored to the specific context of the communities.
  • Provide guidance, support, and direction to ensure partners are aligned with the programme goals.

Our requirements

  • Master’s degree in international development, social sciences, humanitarian and international cooperation or equivalent experience.
  • At least 5 years’ experience in project management and a good understanding of the humanitarian aid sector and NGO environment in Ukraine.
  • Significant working experience in Ukraine.
  • Demonstrated experience in project proposal writing, planning, M&E, and implementation phases, with proven experience in managing funds from various donors.
  • Substantial experience and knowledge of effective financial and budgetary control and managing grants through coordination with local partners.
  • Strong skills and proven experience in developing and managing monitoring, evaluation and learning systems and setting accountability measures to track the progress.
  • Building and maintaining effective relationships, with their team, colleagues, members and external partners and supporters.
  • Excellent communication skills (verbal and written), including experience facilitating and encouraging effective team communication and team working spirit, as well as writing project reports and status updates.
  • Ability to set high standards for quality of work and adaptability and flexibility in stressful environments.
  • Ability to plan and manage time, multi-task and delegate tasks.
  • Able to work in unstable, rapidly changing and insecure environment.
  • Strong leadership, contextual & analytical skills combined with demonstrated organizational, management and supervisory skills.
  • Fluency in Ukrainian and English required.

Location: Lviv, Ukraine with project site visits.

Terms: Consultant contract (80 %)
Starting date: 1st march 2024.
Duration: 6 months with a possibility of extension – depending on funding.
