SPARK is an international development organisation with more than 28 years of experience in supporting entrepreneurship development in fragile states. Soon we will start implementing a new programme to support entrepreneurship development and MSMEs growth in the Benghazi region.

We are looking for a results-oriented and experienced Team Leader. He/she will be responsible for overall managing the program and team on an EU funded project in Libya. The position offers a great opportunity to be deeply involved in business development, entrepreneurship and (youth) job creation in conflict affected environments.

Main Tasks and Responsibilities

The responsibilities and tasks include, but are not limited to:

  • Coordinate all above mentioned program activities in Libya and responsible for the day to day management.
  • Support in liaising with the local government representatives, private sector, partners and stakeholders and will represent project at stakeholder meetings and events.
  • Identify best practices for carrying out operations and implement them with the partners and team-wide basis.
  • Ability to troubleshoot and ensure compliance with local regulations and organizational regulations on a team-wide basis.
  • Develop plans for implementation of projects within the scope and budget and timeline established.
  • Oversees timely implementation and assessment of capacity building needs/activities of the operations.
  • Responsible for EU donor reporting and ensure financial and program compliance in accordance to the donor contractual requirements.
  • Represent SPARK in donors related conferences, meetings and attend events related to the program objectives and themes.
  • Oversee a timely and quality implementation of the monitoring and evaluation activities and ensure impact measurement and reporting of the program results.
  • Compiles and provides quality project reports, in a timely manner and follow up on accurate reporting of team members.
  • Ensures the performance and wellbeing of the team.

Requirements and Skills

  • Demonstrated ability to cultivate, build and maintain strong working relationships with different stakeholders in fragile settings.
  • At least 5 years’ experience working with entrepreneurs, start-ups, innovation hubs/centres and/or incubators.
  • Bachelor’s Degree required, and master’s degree strongly preferred in business administration/MBA, international business, international relations and or relevant field.
  • Familiarity with a broad range of innovation approaches and methodologies.
  • Fluency in spoken and written English and Arabic. French is an asset.
  • Forward-thinking, proactive and service minded.
  • Available and willing to very frequently travel between project locations in Libya.
