Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Since the mid of June 2022, up to 33 million people have been affected by severe monsoon weather. The storms and heavy rains have caused widespread floods and landslides, with severe repercussions for human lives, property, housing, and infrastructure.

Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Senior Programme Coordinator (EPC), the Programme Manager (Shelter and Non-Food Items (NFIs)) will contribute to the development and implementation of a growing Shelter and Non-Food Items (NFI) project portfolio in Pakistan and ensure effective implementation of the International Organization for Migration (IOM) emergency and recovery shelter operations within the country.

Core Functions / Responsibilities:

  1. Lead the development and execution of the overall Shelter and NFI strategy for IOM in Pakistan, with strong focus on transition from emergency shelter operations to recovery.
  2. Lead the design, development and implementation of IOM’s technical specifications, Bills of Quantities (BoQs) and drawings of different Shelter recovery typologies, according to standards and operational agreements set by the humanitarian community in Pakistan.
  3. Actively liaise with the Shelter/NFI sector, recovery working group, other Shelter and NFIagencies, government authorities/entities and any other relevant stakeholder to ensure that IOM technical activities and distribution plans are coordinated effectively.
  4. Oversee the Shelter/NFI sector’s distribution pipelines managed by IOM and ensure a well-coordinated, effective and efficient process in coordination with sectoral technical guidance and established Standard Operating Procedures (SOPs).
  5. Lead the coordination and implementation of the Shelter and NFI programme to guarantee that scope, budget, time and quality are in accordance with the different project’s specifications, donor requirements and IOM rules and regulations.
  6. Backstop the financial aspects of projects to guarantee alignment with internal and donor requirements. Safeguarding that budget lines are respected and monitor burn rates for the effective use of the funds.
  7. Manage and monitor technically and administratively the Shelter team in the country. Ensure adequate and relevant capacity building are provided to the team members and transfer key skills.
  8. Ensure that the Shelter programme is driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine-tuning of systems and processes.
  9. Proactively identify programme development opportunities in Pakistan, resource mobilization avenues, new thematic areas of technical intervention and strategic partnerships that would promote the expansion of IOM’s Shelter/NFI portfolio.
  10. Liaise effectively with donors at local and regional levels to ensure good relationship aimed to strengthen the Shelter/NFI programme in Pakistan.
  11. Coordinate closely with the Programme Support Unit regarding project developments, monitoring and reporting. Develop internal tools for activities monitoring
  12. In coordination with the Resource Management Unit and Procurement and Logistics Unit, oversee all Shelter/NFI programme related procurement efforts for supplies and services, ensuring that the processes are transparent and in line with IOM and donor’s regulations. Provide the necessary resources to effectively monitor all contractual agreements with service providers and / or implementing parties.
  13. Ensure cross-cutting issues are integrated in the Shelter/NFI programming such as GenderBased Violence (GBV), Accountability to Affected Populations (AAP), Environment and other cross cutting issues related mainstreaming in coordination with the Protection Officer.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Civil Engineering, Architecture or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience working with the United Nations (UN) or International organization or Non-Government Organization (NGO);
  • Field experience in a complex humanitarian emergency or post-conflict environment;
  • Experience in project or programme management in emergency and post-crisis setting;
  • Experience in environmental project implementation, including engineering and Monitoring & Evaluation (M&E) activities in the region;
  • Experience in partnership engagement and management;
  • Previous work experience in Pakistan is an advantage.

Skills

  • Familiarity with MS Office software (Word, Excel, Access), Computer-Aided Design (CAD) and other statistical software.
  • In depth knowledge of the broad range of Shelter and Non-Food Items related subject areas dealt with by the Organization
  • Familiarity with recovery, resilience building, durable solutions and climate change adaptation concepts in line with shelter/NFI programming
  • Knowledge of UN and donor programming environment
  • Excellent report writing and analytical skills, proficiency in written and spoken English.
  • Good knowledge of Pakistan and the region is an advantage

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Urdu and/or Sindhi is an advantage.
