Norwegian People’s Aid is looking for an experienced and proactive Programme Manager for its Mine Action and Disarmament programme in Ukraine.

Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and explosive remnants of war. Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

As a consequence of the armed conflict that started in Ukraine on February 24th 2022, NPA has decided to open a Mine Action and Disarmament programme with the aim of running its own field operations in the nearest future including, EORE, survey, clearance, and capacity development projects. NPA’s country office will be initially based in the Western part of the country with the intention of moving to Kyiv as soon as the conditions are suitable.

NPA’s Programme Manager, as part of the country Senior Management Team, plays a crucial role in the establishment of a successful mine action programme in the largest humanitarian crisis in Europe in decades. The Programme Manager has the overall responsibility for the design and implementation of all mine action programming in country, the development of a successful fundraising plan and the management of future sub offices. The Programme Manager will deputise for the Country Director as needed.

In this position your main responsibilities will be:

  • Lead the establishment of an NPA programme and office in Ukraine.
  • Responsible for the development, implementation and monitoring of the programme according to strategies and plans and in accordance with overall NPA guidelines and Standard Operating Procedures.
  • Ensure the maintenance of NPA’s operational design, geographical targeting and implementation, focusing in particular on quality, relevance, impact and cost-efficiency.
  • Ensure compliance with project donors’ and HO requirements, including contractual and financial obligations.
  • Responsible for resource mobilisation for the NPA programme in Ukraine, including donor strategies and fundraising.
  • Ensure that NPA’s HR policy, Code of Conduct and Safeguarding and Ethical guidelines are implemented and followed.
  • Ensure that robust financial policies and procedures are in place in line with NPA HO guidelines to ensure effective financial management of the programme.

To be succesfull in this role you must have:

  • Minimum five years’ experience at senior management level in a humanitarian Mine Action Programme.
  • Relevant higher education and work experience and/or relevant military experience and education.
  • Experience of developing programme strategies and strategically managing and directing large scale projects including implementation, management, monitoring, risk assessment and contract compliance.
  • Strong people management experience with proven ability to lead and manage a multidisciplinary and multicultural team, often remotely.
  • Experience in establishing and maintaining sound diplomatic and professional relationships at high level with Governmental agencies, ministries and national stakeholders.
  • Written and verbal proficiency in English and excellent literacy, numeracy and IT skills.

We consider it an advantage if you also have:

  • Experience and knowledge from work in post-conflict and volatile contexts.
  • Previous work experience in Ukraine or other post-Soviet countries.
  • Working knowledge of Ukrainian or Russian language.

In this position, the following personal qualifications are required:

This position requires excellent teamwork skills, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character. Moreover, excellent communication- and interpersonal skills, with the ability to meet deadlines and work calmly under pressure, are key in this position.
