For the Cordaid Country office in Juba, South Sudan**,** Cordaid is looking for a Programme Director.

Introduction

Cordaid has been working in the area of current South Sudan since 2000. Initially, we were functioning through partnerships with local organizations and the Catholic churches. Since 2012, Cordaid has enhanced its presence in South Sudan and initiated direct implementation of humanitarian and livelihoods projects. Currently, we work in mix-modality, implementing aid directly while also adopting a localisation strategy of working with partners. We are present in eight states, offering nexus-type assistance: from humanitarian aid through heath and resilience to justice and security support.

Position and responsibility

Programme Director is responsible for integrated and nexus programming and resource mobilisation and the realisation of Country Office targets and policies.

Programme Director acts as a legal representative of Cordaid, along with the CD and Operations Director and within the scope of delegated powers.

Specific objectives

Programmes and projects oversight & reporting

  • Partners with GO units such as Legal, Quality Management, Operational Excellence, Internal Audit and Risk Management, to assess and ensure the effectiveness of control systems in driving compliance.

Acquisition & bid management

  • Leads the preparation and quality-assures proposal development, legal documents, including Contracts, Agreements, LoAs, MoUs, and Cost-Sharing Agreements.
  • Leads negotiations for bids and provides donor-specific advice on rules, regulations and policy.
  • Supports communication with donors to achieve winning bids and a positive outcome for Cordaid.

Financial management

  • Controls the program budget ensuring expenditures are in line with the yearly approved budget.
  • Regularly reports to donors on budget realization and acts pro-actively to comply with the portfolio budget.
  • Provides oversight to minimise disallowed / ineligible cost.
  • Regulates the budget deviation through donor no objections and approvals.

Personnel management

  • Leads the multidisciplinary programme team on a day-to-day basis in accordance with the management style of Cordaid, focused on productivity, the professional development of staff and employee satisfaction.
  • Coaches staff and leaves room for professional freedom to determine how to execute the work. Builds on the strengths and talents of staff members to improve team performance.
  • Emphasis teamwork, project-based working and commitment.
  • Ensures efficient use of resources and controls quality of work.

Partnerships and networking

  • Identifies and establishes contacts with or organizations and explores potential areas for collaboration, taking into account the mission statement of Cordaid and the programmatic possibilities.
  • Creates and sustains partnerships between governmental institutions, donors, partner organisations and (inter)national non-governmental organisations at the national and sub-national levels, taking into account the agreed programme results.
  • Supports and advises on Partner Risk and Capacity Assessment and due diligence and build up local capacity for this. Contributes to capacity building to mitigate risk and ensure compliance.

Compliance and Accountability

  • Reviews the current processes and ensure compliance with the Standard Cordaid Procedures.
  • Ensure donor compliance including partners and consortium members. Assesses the consequences of non-compliance and advise on measures to reduce the impact for Cordaid.
  • Ensure donor standards and quality assurance on donor reports.
  • Participates in the preparation and successful conclusion of internal and external audit activities.

Integrity

  • Showcases integrity standards and safeguarding as outlined in Cordaid’s policies. Fulfils integrity responsibilities as outlined in Cordaid’s Integrity Framework and Standard Operating Procedures.
  • Actively contributes to a safe environment within their scope of influence by encouraging dialogue, trust, as well as understanding and adherence to Cordaid’s integrity standards and procedures.
  • Ensure safeguarding and safe programming is embedded in program design and considered throughout implementation in line with the safeguarding policy.

Monitoring, Evaluation & Learning

  • Leads the development of program opportunities for learning, research and publications and implementation of relevant policies and guidelines.
  • Facilitates the dissemination of promising practices and lessons learned for better programming and sound decision-making.
  • Monitor the implementation to post completion on projects on SharePoint, Devresults and IATA.

Others

  • Contributes to the development of the Country Strategic Report and the Annual Country Report.
  • Any other duties assigned by the line manager

Qualifications

  • A relevant Master’s Degree (social/political science, management, development).
  • At least 5 years of experience in managing multisectoral programs and projects of international organizations).
  • Knowledge of the multiple fields of expertise (at least three out those: health, agriculture, livelihood, peacebuilding, microfinance, DRR/climate change, emergency) .
  • Mixed humanitarian and development (and preferably peacebuilding) experience
  • Behavioural values and skills: pro-active attitude, respect, accountability, team building, conflict management, collaboration, and flexibility
  • Extensive knowledge of institutional donor-funded programs and requirements, program management, localisation agenda
  • Social skills to bridge cultural or other differences while networking or managing a large international team (in severe circumstances) on several locations
  • Experience in South Sudan preferred but not required
  • Writing skills to clearly formulate program and project proposals, plans and reports

Contract information

The contract period is for one year starting as soon as possible, with the intention to extend for a longer period. We offer a competitive, fair and comprehensive salary and benefits package that is justifiable to our donors. A Cordaid contract which includes R&R, a comprehensive insurance cover, social security and pension contribution, a holiday allowance, end of the year allowance and hardship allowance.
