The USAID-funded Climate Change Adaptation Project in Sri Lanka and the Maldives, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Monitoring, Evaluation & Learning Specialist/Maldives. This position will be located in the main office in Malé, Maldives.

The Climate Change Adaptation (CCA) Project enhances the adaptive capacities of the public and private sectors and local communities in Maldives and Sri Lanka to climate change impacts in ways that contribute to sustained, inclusive market-based growth. This five-year project seeks to identify and scale up innovative solutions to adaptively manage climate-related risks through market-driven private sector and community engagement; strengthen central and/or local governance to address climate-related risks; and improve availability and access to high-quality information for decision-making to reduce vulnerability to climate change in both countries. The CCA Project is a 5-year USAID contract being implemented by Tetra Tech and runs through July 2026.

The Monitoring, Evaluation & Learning (MEL) Specialist is responsible for development of CCA Project’s learning agenda and intervention monitoring and evaluation in the Maldives, under the guidance and supervision of CCA Project MEL Manager S/he supports work plan development and implements the Activity MEL Plan, and leads adaptive management efforts. This position will have a dual reporting line, where s/he is expected to report to the DCOP/Maldives on administrative matters and technically report to the CCA Project MEL Manager based in Sri Lanka.

Responsibilities:

The MEL Specialist is responsible for developing and managing all aspects of CCA Project’s learning, monitoring and evaluation initiatives for programming in the Maldives. Tasks include but are not limited to:

*Work with CCA Project MEL Manager to understand the AMELP and prepare M&E tracking tools to support its implementation.

*Support the conception and the development of systems, tools and forms for collecting and analyzing data for measuring performance indicators and expected results and achievements;

*Provide technical, analytical and training support as needed to project and field staff and partners in the collection of data and in the preparation of progress reports and regularly participate in indicator results review sessions and planning activities;

*Support with grantee selection process through MEL capacity assessments and other assessments for potential grantees;

*Coordinate the design, implementation and development of monitoring systems for partners and grantees;

*Coordinate with CCA Project staff, partners, and grantees to set targets against specific indicators and adapt these as needed during quarterly Annual Work Plan review and agree with staff on specific indicators they will address on field or partners visits and collect the requisite data during travel;

*Work with the CCA Project MEL Manager and/or MEL Officer in Sri Lanka to ensure that a system is developed to file MEL data so that it is compliant with USAID and Tetra Tech filing and auditing compliance requirements;

*Oversee the development and implementation of a database system for transferring and storing data and producing analysis; Support in conducting internal and external evaluations such as Baseline, End-line and other studies and collaborate with evaluator teams for all Evaluations (Mid-Term, Final Evaluation and Impact);

*Work in collaboration with relevant staff on the development and implementation of environmental mitigation and monitoring plan (EMMP) and Climate Risk Screening Matrix for the project;

*Support grantees and partners to develop and implement their EMMP in compliance with USAID requirements.

*Support CCA Project planning processes and monitor the ongoing review of performances by collecting monthly data on activities conducted and results; and

Qualifications:

*Bachelor’s degree in agriculture, sociology, development studies, natural resources management, statistics or any other relevant field;

*Minimum 2 – 3 years of professional experience in monitoring, evaluation, and learning responsibilities of donor-funded development projects;

*Demonstrated interest in evaluation, project monitoring and/or statistics; and

*Familiarity with Climate Change adaptation challenges and opportunities in the Maldives.

*Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.

*Professional fluency in written and spoken English as well as Divehi is required.
