PURPOSE OF POSITION:

World Vision seeks a Programme Director (PD) for the USAID-funded Resilience Food Security Activity (RFSA) in Tshikapa, Kasai, DR Congo. The goal of the activity is for food, nutrition, and economic security to be sustainably improved among vulnerable households. The PD will be responsible for providing strategic vision, technical leadership, and administrative oversight of the program ensuring compliance and project quality, and will serve as the principal institutional liaison to the prime/donor and local government entities. The PD must have proven leadership skills in managing projects of a similar size and scope with prior experience effectively managing USAID development activities. S/he must have experience working in DR Congo, familiarity with the country’s social landscape, and demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners. S/he must have demonstrated experience recruiting, developing, and managing staff, as well as experience managing programmatic and financial reporting. S/he must understand and demonstrate commitment to the importance of adaptive management, gender, and youth issues in development programming and within staff and management of the activity.

MAJOR RESPONSIBILITIES:

  • Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance

  • Build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners

  • Ensure appropriate project quality support to consortium members through purpose leads

  • Oversee that bottlenecks and challenges to project impact are addressed at various levels of stakeholders using forums such as Technical Working Groups, donor/government-led coordination meetings, and meetings with consortium member project managers

  • In collaboration with partners’ Project Managers, design and facilitate regular project learning events with consortium partners and other key stakeholders, ensuring that lessons of sound practice are documented and disseminated through project implementation and review

  • Supervise a team of senior-level international and national staff with skills across a diverse set of technical areas
  • Ensure proper technical capacity of staff to manage complex donor-funded projects
  • Lead grant staff and short-term consultants

  • Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor requirements

  • Ensure grant/project budget is managed within approved spending levels and ensure accurate and timely financial reports to donors and Support Office International Programs Group staff (the core team)

  • Ensure grant/project expenses are reasonable, allocated as per the assigned budget, prudent, and spent in accordance with donor rules and regulations to ensure low-risk audits

  • Timely escalate grant management issues and openly; resolve grant management issues quickly and fully

KNOWLLEDGE, SKILLS AND ABILITIES:

Minimum education, training and experience requirements to qualify for the position:

  • A minimum of 10 years of progressively responsible senior experience in international development as Chief of Party, Deputy Chief of Party, or senior management experience on large ($30M+) food security, development, or humanitarian relief projects.
  • Minimum 10 years of experience managing development activities for USAID or similar USG donors, of which at least 3 years of experience working in/on fragile or post-conflict states, Democratic Republic of Congo (DRC) experience strongly preferred.
  • Experience managing sub-grants and contracts under grants for complex projects.
  • Experience in leading large and diverse teams.
  • Previous experience with large USAID grants including Resilience Food Security Activity (RFSA), Development Food Security Activity (DFSA), Development Food Assistance Programs (DFAP)s, Multi Year Assistance Programs (MYAP)s, and/or Development Assistance Programs (DAP)s is preferred.
  • Demonstrated experience in developing and managing alliances with the private sector is desirable.
  • Familiarity with and commitment to addressing gender and social inclusion (GESI) in project sectors is required, as demonstrated by at least two years of senior-level experience working on projects that addressed GESI constraints.

License, registration, or certification required to perform this position:

  • French skills essential. Tshiluba knowledge an asset

Preferred Skills, Knowledge and Experience:

  1. Master’s degree in a relevant field
  2. Minimum of 10 years of progressively responsible experience in international development project management; minimum of 10 years of experience managing USG-funded assistance programs of $30M+ or similar size and scope
  3. Experience managing a DFAP or Multi-Year Assistance Program (MYAP) or programs of equal size, scope, and complexity in a similar context
  4. Excellent understanding/familiarity with US Government donor regulations, ideally USAID Title II experience. Demonstrated abilities in NGO reporting, budgeting, procurement, and project management
  5. Project performance management, including monitoring and evaluation.

List additional work experience preferred for this position.

  • Experience in managing inter-agency consortiums is preferred;
  • At least 10 years experience implementing and managing large international grants;
  • At least 5 years of international development experience; must involve implementation and management of large-scale grant/program activities.

Complete Travel and/or Work Environment statements if applicable.

  • The PD will be based out of Tshikapa with frequent travel to field sites (weekly)
  • Some National and Regional travel would also be expected as needed.
