Context:

Under the direct supervision of the IOM’s Chief of Mission (CoM) for China and Mongolia, and in close cooperation with Mongolia Country Manager and Project Units (PUs) of the Country Office (CO) in Mongolia, as well as relevant units in the Regional Office for Asia and the Pacific

(ROAP) in Bangkok and IOM Headquarters (HQ), the Programme Development and Support Officer will be responsible and accountable for providing technical inputs, information and guidance for the development of programmes and projects in the CO. The successful candidate will further support the life cycle of CO’s programmes and projects and will contribute to strategic planning and positioning by providing technical inputs and support for resource mobilization and donor liaison activities.

Core Functions / Responsibilities:

  1. Assist Project Managers (PMs) in the design and development of new programmes and projects by providing technical inputs and guidance, in line with the CO’s country strategy.2. Provide technical and administrative assistance to PMs in the implementation, oversight, coordination, reporting, monitoring and evaluation of CO’s programmes and projects.
  2. Analyse migration-related issues and trends in Mongolia, make recommendations on project opportunities and support CO’s visibility and communication efforts.
  3. Support COM and PMs fundraising efforts by maintaining regular contact with donor counterparts and keeping the CO abreast of donor and government policies and priorities.
  4. Support PMs track and follow up with relevant units in the CO and ROAP on the review, approval for submission and endorsement of concept notes and project proposals, donor reports, and other relevant documents, in line with internal requirements and procedures.
  5. Support PMs and RMO coordinate the administrative and budgetary aspects of new projects, including assisting with activation, processing, endorsement, records-keeping, and submissions in line with specific IOM internal requirements and procedures.
  6. Provide technical and administrative support in coordination with PMs, for the CO’s full engagement and coordination with the United Nations Country Team (UNCT) in relation to the implementation of the UN Sustainable Development Cooperation Framework (UNSDCF) in Mongolia, including the development and coordination of joint programmes.
  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Political Science, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional.

Experience

  • Experience in programme development, implementation, and/or monitoring and evaluation in relevant migration fields with familiarity within the thematic areas relevant to project development;
  • Experience in project development and/or support;
  • Familiarity with UNCT settings; and,
  • Experience in liaising with governmental and non-governmental institutions, as well as with donors.

Skills

  • Demonstrated knowledge of the IOM Project Handbook, and proven experience in using the IOM project information and management application, PRIMA FOR ALL;
  • Demonstrated research and data analysis experience (qualitative and quantitative),
  • Knowledge of regional and/or country context issues is a distinct advantage;
  • Excellent operational skills and effective coordination with internal and external stakeholders;
  • Strong writing and information management skills;
  • In-depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming; and,
  • Demonstrated proficiency with Microsoft Office applications, including Excel, Word, PowerPoint as well as good knowledge of working with databases and online applications.

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
