About DCA in Syria

DCA has been providing life-saving support to conflict-affected communities in North-East Syria since 2015, focusing on short term provision of emergency support activities as well as medium to longer-term early recovery and livelihoods. DCA’s programmatic sectors include Early Recovery (emergency and seasonal MPCA, distribution of NFIs and shelter tents, Shelter rehabilitation of private housing and socio-economic facilities and infrastructure), Food Security and Livelihoods (including cash assistance through C4F, C4W, CfP, vocational trainings and livelihoods), Protection (including activities MH-PSS) and Humanitarian Mine Action (survey, clearance and explosive ordnance risk education).

Overall description of the role

DCA is looking for a self-motivated, highly organised and proactive professional, with good interpersonal and communication skills to join the programme in North-East Syria as Programme Development and Reporting Coordinator under the direct management of the Country Director.

The role will provide overall coordination and lead the development, writing and submission process high quality concept notes, proposals and reports, in line with DCA’s policies, sectoral priorities and external donor requirements, strengthening the overall proposal development processes, donor reporting and systems internally. In addition, the Programme Development and Reporting Coordinator will facilitate the Country Office response strategy process contributing to the development of the country strategy documents.

Key Responsibilities

  • Lead a robust overview structure of all grants, donor requirements, rules and regulations, and internal and external deadlines.
  • Lead the development of donor concept notes, proposals and narrative reports, while ensuring donor compliance and quality control, in coordination with the Head of Programme (HoP) and Operations Manager (OM) for HMA.
  • Develop systems and processes to ensure continuous improvement of the internal projects overview and reporting systems.
  • Support project cycle management procedures including cross-cutting programme elements and MEAL
  • Ensure capacity-building of the DCA’s project development and reporting team which might be expanded in the near future.

Programme Development, Coordination and Reporting

  • Lead the development and writing process of high-quality narrative concept notes, proposals and reports to donors in a timely fashion, after gathering relevant input from the Project Coordinators and all other relevant staff in country office ensuring that all internal and external compliance requirements are met.
  • Overall responsibility for management and administration/ filing of DCA’s project portfolio in NES, in coordination with HoP and OM, ensuring compliance with internal DCA procedures and donor regulations
  • Responsible for regularly updating/filing relevant project specific documents on PPD, DCA’s grants management system and Teams sharepoint
  • Monthly support to the HoP to coordinate the requests for input and update various components of the project specific management tools in advance of and to facilitate the monthly review process
  • Support the PCs and MEAL team to review project specific lessons learned as well as lesson learned from the overall programme and incorporate these in future reports and proposals, as appropriate, in collaboration with the HoP and OM
  • Maintain communications with external donors and stakeholders in NES, related to grants management, reporting and donor communication, as and when relevant
  • Support the continuous updating process of DCA’s Fundraising Strategy and Donor mapping in NES, in collaboration with the HoP, CD and relevant GPRM focal point
  • Follow-up on issues when escalated by PCs and support staff throughout the grants cycle on contractual, operational and reporting matters, drawing on expertise from the HoP and Head of Support Services (HOSS)
  • Coordination with relevant Humanitarian Response and Mine Action (HRMA) advisors, Global Partnerships and Resource Mobilisation (GPRM) and finance focal points in HQ, especially for external donor communication and reporting purposes, depending on the projects.
  • Any other relevant tasks and responsibilities as delegated by the direct line manager

People Management

  • No staff management responsibility for the time being, however, DCA might expand the team in the near future by hiring a Programme Development and Reporting Officer who would be line managed by this role

Required Qualifications and competencies

  • Master’s degree from an accredited academic institution in relevant field (International Relations, Political Science, Humanitarian and Development Assistance, Sociology or any other related field)
  • Minimum 3 years relevant sector experience in a similar role
  • Prior experience with writing successful proposals, reports and overall grants management and familiarity with European (ECHO, EU IcSP, MEFA – CDCS, CoS, GFFO, GIZ, Danida) and US (BHA/USAID) donor regulations, procedures and requirements
  • Previous knowledge and experience in drafting concept notes and proposals focusing on emergency response and early recovery humanitarian interventions in some of the main sectors DCA focuses on in NES: Humanitarian Mine Action, Food Security and Livelihoods, Shelter and Protection
  • Good understanding of donor rules and regulations
  • Familiarity with key development and humanitarian aid donors
  • Good understanding of project cycle management
  • Previous knowledge of the context in NES is desirable
  • Professional proficiency in English is required
  • Previous knowledge of Humanitarian Mine Action sector is desirable
  • Proven ability and willingness to work and live in diverse, challenging and potentially unstable environments/emergency settings
  • Strong ability to meet deadlines in high stress situations
