It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

The current program focuses on supporting the local health authorities in providing quality PHC services (including MHPSS and GBV response) and continue to strengthen the capacities of local public health authorities in Kirkuk and Ninewa governorates, to provide quality care and respond to health needs of IDPs, returnees and vulnerable host communities. This includes:

  • A combination of direct and complementary services, especially related to general health, Sexual and Reproductive Health (SRH), while contributing to the health system strengthening through capacity building at DOH level
  • Mental health and psychosocial support (MHPSS)
  • Gender based violence (GBV) integrated within the PHCC general health services, SRH and MHPSS services
  • As a cross cutting approach MdM is planning to develop a community health based (CHB) approach to ensure community participation, while empowering individuals.

TASKS AND RESPONSIBILITIES:

Under the direct supervision of the general coordinator, you design, manage, coordinate, adapt and assess the strategy of a range of programmes in an area, in line with the strategic plan. You propose strategic directions in the relevant area, lead and manage a team, build cohesion and motivation. You manage directly a medical advisor, a MHPSS advisor, a GBV advisor and a MEAL advisor. You work closely with the full coordination team and in close collaboration with the field teams in particular the program managers.

Your main responsibilities are the following:

Programme implementation

  • Provide support in program coordination to ensure consistent quality, including the incorporation of cross-cutting themes as GBV and community-based approach
  • Ensure integration and coordination of health, MHPSS and GBV activities in the program activities
  • Organise and guide grant meetings (opening, review and closure)
  • Conduct frequent field visits to support monitoring, quality control and program staff mentoring
  • Support the continued implementation of the monitoring system
  • Ensure monthly quantitative and qualitative analysis of MdM programs
  • Ensure proper follow-up of program activities and indicators

Program development and reporting

  • Monitor the evolving humanitarian situation in the country and consider strategic and immediate responses
  • Participate in identifying healthcare needs
  • Participate actively to the development of the mission’s operational strategy
  • Coordinate, supervise and participate exploratory missions and needs assessments
  • Ensure quality needs assessments and reports
  • Coordinate the development of proposals
  • Ensure that new strategic orientations are taken into consideration and are implemented

National partnership support and development

  • Support assessment of national partnership opportunities
  • Develop with technical coordination team and national partners joined projects and interventions
  • Provide support in program coordination of the national partners
  • Identify capacity building needs of the partner NGO and ensure trainings and coaching is planned
  • Monitor and evaluate program activities of the national partners and ensure lessons learned sessions

Team management

  • Ensure the good understanding of MdM’s internal regulations in the mission
  • Manage and supervise staff under your direct supervision and ensure objectives are set and appraisals are done
  • Support technical team and program managers in their program management and capacity building of their teams
  • Ensure appropriate coordination and communication

Representation

  • Represent MdM at country level toward government authorities, NGOs, UN agencies, and other external actors
  • Participate to regular coordination meetings held at national level with regards to program implementation and program development
  • Play an active role, during the event of a visit by a donor, in preparing and managing the visit

CONDITIONS OF EMPLOYMENT:

  • Status : Employee Fixed-term contract
  • Starting date: as soon as possible until 31 december 2022
  • Gross monthly salary: 2 940 euros
  • Expatriation bonus (10% gross salary per month)

SKILLS AND EXPERIENCE NEEDED:

  • Master’s degree in international development, public health, and/or humanitarian aid, international relations or other relevant fields is compulsory
  • Master’s in public health or any qualification in health topics is a strong asset
  • At least 5 years relevant professional experience in humanitarian sector
  • At least 3 years’ experience in positions with similar responsibility in fragile context crisis, preferably in the Middle East and/or conflict environment
  • Strong knowledge of project cycle management, international humanitarian funding system and donor requirements
  • Languages: English fluent mandatory, Arabic, Kurdish or French are an asset
