Job description:

ICU – INSTITUTE FOR UNIVERSITY COOPERATION is a non-governmental organization that implements development cooperation projects in different countries of the South of the world and promotes information and education initiatives on issues of international solidarity.

ICU has been present in Rwanda since 2020 and implements development cooperation initiatives in the agricultural-food sector. In particular, ICU currently implements two projects: a project funded by the European Union on the improvement of the coffee value chain and the expansion of the Rwandan coffee market; a project funded by AICS on business development in the agro-food chains of coffee and fruit and vegetables.

ICU is looking for a Programme Coordinator to be included in its mission in Rwanda for the coordination and management of the ICU Programme in Rwanda.

Main tasks:

  • General supervision of the activities implemented to ensure that the objectives of the programme are achieved within the prescribed time frame and within the parameters of the funding received. Responsibility for overall quality and programme management.
  • Management, direction and coordination of the programme in coordination with partners and local stakeholders.
  • Selection and management of local staff, supervision and monitoring of their work.
  • Meetings with staff to explain project characteristics, assign tasks and responsibilities, outline work plan.
  • Timely budget management and accountability regarding the transparency: updates and preparations of first monthly notes, identification of economic and financial commitments necessary for the implementation of the projects, collection and evaluation of the necessary offers according to the reference disciplinary for the management of the purchases, authorization of the purchases of equipment and equipment provided.
  • Reporting and monitoring of national and international partners
  • Management and accountability of on-site bank accounts relating to projects;
  • In coordination with local officers, regular reporting at headquarters: operational planning and updates, quarterly planning of on-site funds transfers, monthly progress of activities in the reference country and related expenses, Interim and final reports and respective statements according to the rules of the funders;
  • Coordination with relevant stakeholders (partners, beneficiaries, ministries, international bodies, etc.);
  • Institutional representation and participation in local meetings, clusters and working groups;
  • Coordination in the elaboration of the informative material;
  • Monitoring and evaluation of programme activities;
  • Need assessment and elaboration of new project proposals agreed with the headquarters.

Titles, experience and competences:

Degree: master’s degree in political science, international cooperation and the like;

Work experience:

  • at least 2/3 years of experience as programme coordinator. Experience with projects funded by AICS and the European Union is required. Priority will be given to the management of projects in the agronomic and rural development sectors and to experience in sub-Saharan Africa.
  • Experience in administrative and financial management required
  • Experience with European PRAG procedures required
  • Knowledge of languages: C1 level or Italian mother tongue, excellent knowledge of written and oral English (Level C1);
  • Strong organizational capacity in complex and multisectoral projects.
  • Diplomatic and negotiating skills.
