The Netherlands Refugee Foundation / Stichting Vluchteling (SV) is an emergency relief organization that worldwide supports partner organizations to assist displaced populations. In case of acute need, the Netherlands Refugee Foundation provides funding to international and national partners in order to provide direct assistance, such as shelter, medical care, clean drinking water and sanitation. Stichting Vluchteling communicates and informs the Dutch public on the humanitarian work our partners through our funding are implementing and the situation displaced people are facing.

Stichting Vluchteling currently has a diverse and enthusiastic team with around 40 employees, working predominately from The Hague. The working atmosphere is informal yet decisive, which is necessary to be able to react fast in case of emergencies.

In order to ensure the high quality of the implementation of the projects within emergency response in Ukraine, SV is looking for a Program Officer – Ukraine Crisis.

Tasks

  • The program officer is responsible for managing grants that are provided from SV to both local and international aid organizations; in order to implement emergency aid programmes for refugees and displaced persons.
  • The program officer contributes to our Ukraine and regional strategy, and ensures that the grants are spent responsibly and benefit refugees and displaced persons.

Place in the organization

The Programme Officer is part of Ukraine unit within the Programs and Advocacy Department. The department currently consists of seven program employees who are each responsible for their own region, two employees for the project on health (with a focus on NCD and MHPSS), two advocacy employees and one Humanitarian Access Advisor.

The Ukraine unit currently consists of a Team Leader, a programme officer, a regional health Programme Manager, and a Humanitarian Access Advisor. The Ukraine Unit works closely with the Internal Operations, Fundraising and Communication departments.

The post will be based in The Hague and the project officer will report to the Ukraine Team Leader.

What does your job entail?

  • Steer the development of concept notes, proposals, revision, reports (including financial), and other documents relevant to programs in Ukraine with our international partners mainly;
  • Ensure that during this project cycle internal procedures on project and grant management, are strictly adhered to;
  • Function as focal point for all matters related to donor’s contract, compliance, guidelines and reporting (predominantly SHO), for this you will also work closely with the programme officer based in Ukraine;
  • Contribute to proposal writing to institutional donors;
  • Monitor and evaluate aid programs, both from the office and on the ground where relevant;
  • Ensure timely evaluations and audits of partners’ and SV projects and monitor ensure these are of high quality;
  • Maintaining active partnership relation management, including planning regular calls and written exchanges;
  • Contribute to assessing partners’ organisational, project and grant management capacity;
  • Actively contribute to the reflections around SV’s MEAL strategies and organizational learning;
  • Reviewing project reporting, including financial reporting;
  • Drafting and elaboration of contracts;
  • Participate in internal and external consultative bodies such as NGO meetings and meetings with private donors when relevant;
  • Drafting briefings/talking points to support our communication and fundraising strategies.

What do we expect from you?

  • Relevant education at university level, or demonstrable work experience at this level
  • Demonstrable international work experience in the field of refugees and/or humanitarian aid, preferably in programming or humanitarian affairs;
  • At least five year of experience with program management cycle and with (remote) monitoring and evaluations of humanitarian assistance;
  • Very strong planning and organisational skills; rigorous in keeping track of reporting, evaluation and budget follow-up;
  • Experience with writing proposal for institutional donors (ECHO, BHA,..)
  • Critical and constructive attitude towards MEAL beyond ‘ticking the boxes’;
  • Experience with, and knowledge of, the implementation and monitoring of the CHS commitments is an advantage;
  • Demonstrable work experience in the region around Ukraine or Ukraine itself is an advantage;
  • Numerical insight, attention for details and process;
  • Excellent oral and written skills in English;
  • Knowledge of Ukrainian is an advantage;
  • Enthusiastic, creative, enterprising;
  • Willingness to travel abroad, including travel to conflict areas;
  • You endorse the goals and aims of the Refugee Foundation.

  • Start date is negotiable, but the preference would be 1 February 2023
  • Salary and working conditions appropriate for a non-profit organization, depending on education, experience and age.
