Overview: DT Global is seeking a Program Officer to serve in our Public Finance Management (PFM) Practice. The PFM Practice provides procurement and fiscal agent services for programs funded by Millennium Challenge Corporation, sovereign governments, the Global Fund, Gavi, CDC, FCDO, the Norwegian government, KfW, United Nations, and others. The Program Officer will work closely with several project teams and will be responsible for day-to-day coordination of project specific activities as assigned by the manager. This position provides the opportunity to develop project management skills, experience in an international for-profit company while providing essential coordination and support to project staff to experience in procurement and fiscal agent programs. The Program Officer will report to the Manager or Senior Manager.

Tasks and Responsibilities:

Project Delivery

  • Manage one or multiple donor-funded projects and oversee day-to-day project management from award through closeout, including contractual compliance, financial management, and oversight of project personnel and subcontractors.
  • Stay up to date on program implementation and serve as a resource for other home office colleagues regarding projects within their portfolio.
  • Support the preparation of interim and annual progress reports as per client reporting requirements.
  • Proactively manage project issues, involving senior program manager or director as required. Identify and communicate, in a timely manner, any risk management issues and elevate, as needed.
  • Monitor consultant and subcontractor performance and assist in the development of scopes of work.
  • In conjunction with Contract’s representative, take accountability for project processes including contractual quality assurance and compliance; interface with finance and contracts departments to ensure proper financial management and contract compliance.
  • Monitor project budgets, manage monthly budget projections (including ensuring the accuracy of field office projections), review budget modifications prior to submission, and ensure budgets are correct. Provide variance analysis (actuals vs budget).
  • Facilitate the flow of essential management information between field and home offices, elevating requests for assistance from the field in a timely fashion (within 24 hours) and raising issues to supervisors as they arise.
  • Serve as principal DT Global point of contact with third country national employees and local project employees working in the field.
  • Support recruitment and personnel management of long- and short-term consultants, including development and execution of employment contracts, scopes of work, and collection of all supporting documentation.
  • Assist in providing project management support to the field office.
  • Review expense reports for completeness and compliance with DT Global policies, consultant/subcontractor invoices, and payment requests.
  • Assist with travel arrangements for consultants and staff members, as needed.
  • Provide audit support, if needed.
  • Schedule meetings, serve as a note taker, and keep track of project items.
  • Assist in tracking and documenting project deliverables and maintain deliverables calendar. Ensure that all project technical deliverables are formatted with proper branding requirements established by the contract, sent to the Development Experience Clearinghouse or the Prime Contractor, and properly archived in the home office filing system.
  • Play a key role in project start-ups and closeouts, including planning, record management, and traveling to the field for in country support to the field team as needed.
  • Backstop project expatriates and support mobilization and demobilization, as needed.
  • Act as a backup to the Manager and/or Senior Manager during leave and extended field assignments.
  • Confirm compliance in the execution of DT Global and client policies and procedures.
  • Provide contractual quality assurance, control, and compliance with guidance from the Program Manager and Contracts Administrator, as required.
  • Monitor project budgets project financial management, including monthly review and approval of field office advances, expenditures, preparing budget modifications, client invoices, and ensuring necessary back up documentation is complete and accurate.
  • Assist with compiling accrual, pipeline, and cost to-complete reports for both DT Global and clients, as necessary.
  • Prepare basic contract requests and concurrences for program related costs as directed by supervisor.
  • In coordination with the relevant technical teams, assist with drafting subcontracts, branding, and archiving project deliverables, including communication pieces like success stories, reports, work plans, etc. established by the contract.

Technical Excellence:

  • Conduct data analysis and prepare draft reports or inputs for senior staff.
  • Analyze regional and country context relevant to assigned program(s).

Business Development:

  • Support business development efforts through research, writing proposal sections, partner identification and management, and the development of past performance and qualifications statements.

Learning and Innovation

  • Proactively engage in self-driven professional development and growth activities.
  • Contribute to DT Global’s learning agenda.
  • Incorporate learning best practices into all aspects of work.
  • Mentor Project Associates and Interns.
  • Represent DT Global at professional events and conferences.

Education & Minimum Qualifications:

  • Bachelor’s degree in international development, international relations, political science, government, economics, business, or a related field; or a relevant combination of education and work experience required
  • 2-3 years of professional work experience.
  • Strong verbal and written communication skills, including delivering formal and informal presentations.
  • Strong interpersonal skills with the ability to work independently as well as on a team.
  • Attention to detail along with good organizational and prioritization skills.
  • Ability to travel and work overseas on short-term technical assignments up to 20%, sometimes on short notice.
  • Proficiency in Microsoft Suite (Word, Excel, PowerPoint)

Preferred Qualifications:

  • Budget development and financial management skills.
  • Experience working on proposals and business development.
  • Interest and background in public financial management
  • International travel experience, either personal or professional.
  • Experience living and/or working in another country.
  • Language ability in French, Portuguese, or other languages
