TITLE: Program Officer -Leadership Development

UNIT: Component 2, CFC And Coalition Building (Component 2)

REPORTS TO: Component 2 Lead

SUPERVISES: N/A

Program Background

Coalitions for Change is a partnership program of Australia’s Department of Foreign Affairs and Trade (DFAT) and The Asia Foundation in the Philippines. CfC supports the formulation and implementation of key policies consistent with the government’s agenda on economic growth, improved governance, and social development.

The program creates spaces for collaboration, strengthening coalitions and networks, civil society, the private sector, the government, academia, and others to bring about transformative change. Working with these motivated groups and individuals, and underpinned with technical and political analysis, CfC successfully delivers reforms that lead to sustainable and inclusive development, improving the lives of Filipinos.

SUMMARY OF JOB RESPONSIBILITIES

CfC’s Component 2 (more commonly referred to as the Leadership Development Team) builds the capacities of reform leaders and potential leaders to apply the Development Entrepreneurship approach in their own reforms. The Program Officer (PO) will provide overall operational, administrative, and management support for Component 2’s activities. The PO works with the Coalitions for Change Component Leader (Leadership Development Manager), Program Leader, Strategic Advisor, Program Management Team, Finance staff, and other Foundation Staff. The PO develops workplans and progress reports based on strategic directions. The PO supervises an Assistant Program Officer in drafting letters of agreement and contract; supervises financial management; and performs other tasks necessary for successful project implementation. Extensive interaction with external stakeholders such as with government, non-government organizations, academe, private sector, and civil society in the Philippines is expected. There may be occasional interaction with DFAT staff and international organizations. At the same time, the PO will be responsible for the Mentoring Program.

REQUIREMENTS

  • Completed a Bachelor’s degree.Master’s degree is desirable.
  • Minimum of three (3) years of professional experience, preferably in the field of development
  • Demonstrated experience working with development organizations, with knowledge of the Philippine NGO community and government agencies
  • Experience managing development projects in in human resource development, capacity-building institutional-strengthening programs, or other similar work
  • Excellent verbal and written communication skills in both English and Filipino
  • Ability to self-manage, independently prioritize tasks, and confidently develop plans of action with minimal direction
  • Strong attention to detail and ability to multi-task
  • Able to work in a dynamic environment with shifting priorities
  • Experience with organizing events, logistic and administrative support, procurement, and coordination with suppliers/service providers
  • Skilled in writing and copy-editing articles, reports, and other information/knowledge products
  • Familiarity with policy reform work or institutional change programs an advantage

JOB FUNCTIONS

The Program Officer, under the supervision of the Component Lead, and interacting with other TAF Program Units, will have the following responsibilities:

  • Assist in organizing Short Talks, Workshops, and other relevant events or activities
  • Assist in the identification, coordination, and management of contractors, service providers, and other suppliers, venues, and other logistical requirements
  • Assist the team to meet its reporting and documentation requirements
  • Support the development of Leadership component’s training tools and packages
  • Maintain filing system, including program management tools, and database of workshop participants
  • Assist in maintaining the Leadership component’s Facebook Page and Website and other relevant online platforms, through assisting in content development and feedback.
  • Provide technical support in producing quality materials such as enhancing content and visual appeal
  • Assist the Component Two Lead and the Team Leader for Leadership and Coalitions Development in tracking program expenditures and targets.
  • Supervises an Assistant Program Officer.

  • Work is reviewed by the Component Lead
  • Knowledge and understanding of TAF internal processes (procurement requests, contracting, etc) an advantage
  • Work includes some external interaction with partners, consultants, funders, etc. at a limited and administrative capacity
  • Involves some partner management responsibilities
  • Work is sometimes standardized and sometimes varied
  • Some responsibility for budget and expenditure tracking
