Position Description

TITLE: Assistant Program Officer for MEL

UNIT: Youth Leadership for Democracy (Monitoring, Evaluation and Learning) (Youthled)

REPORTS TO: MEL Officer

SUPERVISES: N/A

Minimum Requirements:

  • Bachelor’s Degree in Community Development, Public Administration, Development Communication, Management, Data Science or any related field.
  • 3 years of minimum MEL related experience in any field.
  • Working knowledge on monitoring and evaluation methodologies i.e. both quantitative and qualitative data collection, processing and analysis.
  • Advance skill in technical and business writing.
  • Intermediate knowledge and skills in data collection, tools, and processes.
  • Intermediate knowledge and skills in Results-based Management Framework
  • Proficiency in Microsoft Office, Google Office suites, and design software
  • Ability to multi-task, goal oriented, deadline-driven.
  • Preferably has a government/development work experience.
  • Previous experience working in programs that promote youth empowerment, civic participation, and engagement, is an advantage.

Duties and Responsibilities:

  • Provide technical and administrative support to MEL activities.
  • Document meetings, workshops, and activities to update, review, and monitor strategic plans of YouthLed’s programs/projects.
  • Apply tools, methods, and instruments to monitor and gather data on performance indicators as prescribed/approved by YouthLed’s programs and projects.
  • Conduct audits according to the approved performance monitoring framework and work plans of YouthLed’s programs and projects.
  • Maintain the database of key performance indicators according to the approved performance monitoring framework of YouthLed’s programs and projects.
  • Cascade qualitative and quantitative data in the prescribed Monitoring and Evaluation sheets of YouthLed’s programs and projects.
  • Assist in the development of monthly, quarterly, and year-end reports.
  • The Assistant MEL Officer may be required to conduct audits and validation activities across the Philippines
  • Perform other functions that may be assigned.
