POSITION SUMMARY:

The Program Officer I position provides operational support, monitoring & evaluation, and technical assistance to improve the quality and effectiveness of Global Health programs in the Asia/Middle East region. Works closely with country staff, Sr. Program officers (Sr. PO) for the region, Regional Director (RD), along with Technical Leads, and other HQ departments, and includes periodic travel to programs. The position also completes a variety of work tasks and products that contribute to the effective operation of the Global Health division.

PRINCIPAL RESPONSIBILITIES:

Program Implementation & Operation

  • Contributes to program success and technical quality of assigned projects. Serves as headquarters backstop by frequently communicating with country staff on program implementation. Apprises Sr. PO, RD, and others as appropriate on matters of concern. This includes scheduling and hosting regular team meetings with the program manager, country director, Sr. PO, and Director, M&E and RD, as needed, to discuss program progress, issues of concern and work plans.
  • Monitors assigned programs by reviewing information, reports, and data through regular exchange and communication with program teams. Supports Sr. PO and technical and monitoring and evaluation teams to monitor achievement of program and subproject objectives, indicators and data collection. Makes on-site visits as appropriate.
  • Enters and maintains quarterly project data in internal organizational database to allow for analysis and monitoring from HQ.
  • Functions as the primary liaison for assigned programs to other headquarters departments.
  • Supports Sr. PO and RD with daily coordination and communication between assigned programs and other headquarters departments, including Legal, Finance, M&E, Communications, etc.
  • Coordinates, contributes to the development of, and ensures completion of program planning documents for assigned programs, including Workplans, Detailed Implementation Plans, M&E plans, Program Designs, and Start-up or Close-Out plans.
  • Coordinates, contributes to the development, and ensures completion of quality program reports with country staff including PH quarterly reports, survey reports, and donor reports.
  • Reviews, analyzes and prepares project results in collaboration with country team for presentation within PH and externally as appropriate.
  • Participates in quarterly portfolio review meetings for programs.
  • Supports Sr. PO and country teams with the development, implementation, and management of subaward or subgrant agreements for assigned projects. Works with project teams on preparation of sub-awards and subgrant agreements to ensure alignment with internal and donor procurement policies and routing for appropriate approvals.
  • Works to ensure that Project HOPE policies and procedures are adhered to.
  • Collaborate with peer organizations and joins technical associations on technical learning and in support of strategic priorities.
  • Keep informed of current developments in program countries and assigned technical areas. Ensure external and internal project resources are up to date.
  • Other administrative and logistical support as necessary

New Program Development

  • Collaborates with Sr. PO, Business Development, Development department, RDs, field, and other technical staff to identify, develop, and prepare proposals and concept papers.
  • Research opportunities, seek funding, and guide NPD efforts for new activities in Project HOPE priority countries, in accordance with HOPE-wide and regional strategic plans
  • Conduct background research, copy edit content, prepare supporting sections such as past performance capability, and assist in the development of evidence-based programs designed for impact, including the program’s design, indicators, and performance monitoring plan.
  • Prepare program templates, business development forms, tables for proposal production.
  • Copy editing of proposals in collaboration with the Sr. PO.
  • Contributes to the creation of promotional materials and web content that highlight Project HOPE’s program accomplishments and capacity. Works with branding and marketing team to ensure that public Project HOPE materials (such as website) are kept up to date.

Monitoring, Evaluation & Learning

  • Responsible for ensuring program reports and indicator data are entered into Global Health’s information management systems and are kept up to date.
  • Review upcoming DHIS-2 organization wide system reports particularly on data analysis tools to help prepare standard reports, data completeness reports, data sets, report tables, charts, GIS, etc. Flags performance issues or data discrepancies to Sr. PO /RD.
  • Support development and finalization of quarterly reports to donors and for Project HOPE. Coordinates and lead quarterly portfolio review meetings.
  • Reviews, analyzes, and prepares project results in collaboration with field team for presentation within PH and externally as appropriate.
  • Organize best practices and lessons learned internal sessions and documents within the GH Unit.
  • Travels to field to monitor program implementation, engage with key stakeholders and provide technical assistance.
  • Participates in developing & disseminating technical abstracts, articles, conference presentations & strategy papers.
  • Contributes to sharing of “lessons learned” from other relevant programs carried out by Project HOPE and programs implemented by other organizations.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Master’s in Public Health with emphasis on Global Health issues or similar relevant equivalency (Bachelor’s degree acceptable when combined with substantial relevant experience).
  • One to three years’ experience with international health programs, including direct implementation of health activities. Prior experience with Asian countries is an advantage.
  • Experience in providing administrative and logistical support
  • Familiarity with an international workplace setting (developing country preferred), and one year abroad experience or equivalent is desired.
  • Fluency in English and excellent writing skills is required. Knowledge of other languages is an advantage.
  • Strong interpersonal and communication skills and the ability to work effectively with country-level and home office staff to ensure quality and productivity.
  • Demonstrated communication skills, verbal and written. Writing skills should include concept notes and program reports.
  • Proficiency with computers both in word processing and spreadsheet programs, with presentation and report writing capability. Familiarity with statistical software is a plus.
  • Able to manage multiple priorities and work with a minimum of supervision and direction.
  • Identifies with Project HOPE Mission, Vision, and core values.
  • Willing to travel internationally 25% of time.

  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
