JOB BRIEF

The Program Officer (PO) is a seasoned facilitator and trainer who supports the implementation and management of training-of-trainer processes for civilian trainer cadres and peacekeeper partner military instructor cadres for the Institute’s Conflict Management Training for Peacekeepers (CMTP) Program. The PO also manages the day-to-day relationships with West and Central African partner peacekeeping training institutions in French-speaking countries. The Program Officer will report to the CMTP Program Manager on the Curriculum and Training Design (CTD) team. The CTD team creates and implements rigorous and sustainable transformative learning processes that strengthen the capacity of individual and institutional partners to build peaceful, just, and equitable societies. CTD is part of the Gandhi-King Global Academy.

EMPLOYMENT TERM: This is a Personal Services Contractor position with a target start date of November 1, 2022. The initial term of the position will be determined subject to the availability of secured funding and is eligible for renewals based on continued funding.

Work Duty Station: The location is listed at Lome, Togo, however, there is flexibility with remote work.

The Curriculum and Training Design team uses the General Schedule salary tables for administering compensation. Contract compensation is determined based on candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES

Conflict Management Training for Peacekeepers Program

• Deliver 5-day CMTP trainings with West and Central African regional peacekeeping troop contributing countries as needed.

+ Coordinate and complete individual travel logistics to CMTP training sites.

+ Co-facilitate 5-day, in-person trainings for peacekeepers.

+ Complete and submit all post-CMTP training documents and reports, such as the training Participant Roster, After Action Review, Training Activity Report, etc.

• In coordination with CMTP’s Program Manager and lead trainers, support the design and implementation of online and remote learning engagements for the program’s civilian trainer cadre and peacekeeper partner instructor cadres, to include professional development sessions and virtual mentoring and coaching of civilian trainers and partner instructors.

• Co-design and facilitate virtual mentoring and coaching activities for CMTP’s civilian cadre.

• Support the day-to-day and planning operations for CMTP’s virtual mentoring and coaching activities for the civilian cadre and peacekeeper instructor cadres.

• Contribute to the development of program documents and reports to ensure the documentation of learnings from CMTP virtual mentoring and coaching efforts.

• In coordination with CMTP’s Program Manager and lead trainers, support the design and implementation of current and future training-of-trainer (ToT) processes for civilian trainer cadre and peacekeeper partner instructor cadres.

• Co-design training-of-trainers agendas for the civilian cadre and peacekeeper partner instructor cadres.

• Co-facilitate in-person training of trainers for civilian cadre and for select peacekeeper partner instructor cadres.

• Coach and mentor civilian trainers and peacekeeper partner instructors during in-person pre-deployment training engagements.

• Contribute to CMTP strategic efforts to enhance civilian trainer and peacekeeper partner instructor assessment and evaluation processes.

• Assess training competencies of civilian trainers and peacekeeper partner instructors.

• Evaluate new civilian trainers and peacekeeper partner instructors upon completion of the ToT process.

• In coordination with CMTP Program Manager, manage day-to-day relationships with West and Central African partner peacekeeping training institutions.

• Lead partner communications regarding training dates and logistics with West and Central African partner institutions.

• Follow-up with West and Central African partner institutions on the design and implementation of current and future training-of-trainer processes for peacekeeper instructor cadres.

• Liaise between West and Central African partner institutions and CMTP Program Lead in the development of MOUs for long-term partnerships.

• Coordinate and complete individual travel for Lessons Learned Workshops (LLWs) and/or partner meetings with West and Central African partner institutions and inter-agency partners.

• Participate in LLWs and/or partner meetings with West and Central African partner institutions and US inter-agency partners.

• Submit LLW and/or partner meeting documents and complete partnership development notes and reports.

• Contribute to the CMTP curriculum development and revision process.

• Offer guidance and recommendations for the revision of curriculum content, as needed.

• Review and revise the French-translation of any new or revised curriculum to ensure the language is appropriate for the CMTP training audience.

• Support the design and training/ToT process delivery for the CMTP expansion in the Indo-Pacific region.

• Contribute to the annual planning and strategic planning for the CMTP Team.

Curriculum and Training Design Team

• Collaborate on programming across the CTD team as needed.

• Contribute to CTD thought leadership through newsletters, podcasts, conference presentations, and publications.

• Contribute to concept notes and/or proposals for inter-agency agreements (IAAs) and related reporting requirements for IAA partners.

• Participate in CTD team monitoring, evaluation, and learning (MEL) efforts, such as the creation of trainer assessments or rubrics.

Cross-Institute Collaboration

• Collaborate with other teams on joint projects within the Institute as needed.

• Engage in cross-Team and cross-Center committees and activities that advance and sustain the culture and progress of the Institute.

Performs other tasks and responsibilities, as needed.

QUALIFICATIONS

• At least eight (8) years of experience in the design and delivery of education and/or training programs.

• Masters in training, education, conflict resolution, or related topic.

• Experience facilitating training-of-trainer programs and mentoring/coaching participants in the delivery of trainings.

• Extensive experience implementing training programs in Sub-Saharan Africa.

• Excellent writing skills.

• Excellent research and writing ability; strong organizational skills; and ability to work independently and yet collegially.

• Strong networking skills and capabilities.

• Excellent computer skills especially in word processing and internet navigation.

• Advanced proficiency in English and fluency in French are required.
