TITLE: Program Officer (Coalitions)

PROGRAM: Youth Leadership for Democracy (Youthled)

UNIT: Philippine Office

REPORTS TO: Senior Program Officer, Youth Leadership Development Specialist and Chief-of-Party

SUPERVISES: Assistant Program Officer

Youth Leadership for Democracy (YouthLed) is a project of The Asia Foundation and the United States Agency for International Development (USAID) that aims to increase civic engagement to strengthen democratic governance among Filipino youth.

SUMMARY OF JOB RESPONSIBILITIES

• Support the COP, YLDS and the Senior PO in the implementation of activities under the Coalitions component and ensure that all goals and objectives are met
• Lead the implementation and monitoring of activities under the program component in relation to Local Youth Assemblies, Regional Chapters and Issue-based Coalitions
  • Develop a workplan and timeline for assigned program activities
  • Develop and maintain and monitoring mechanism for all Program outputs
  • Identify risks and provide recommendations or contingency activities/plans
  • Ensure the efficient use of funds and resources
  • Ensure that all deadlines are met
  • Maintain quality and standards in all activities of the program
  • Establish a data collection system for activities and events
• Manage partner coordination and ensure that all deliverables assigned to the partner are accomplished
  • Partner relationship and management
  • Partner activity monitoring – regular meetings and updates with partners
  • Ensure that partner activities are continuously aligned with YouthLed vision and objectives
• Manage the administration and logistics requirements of the Program
  • Ensure the timely submission of all financial and administrative forms and requirements
  • Coordination with TAF Finance and Subawards Team on all partner and program requirements
  • Ensure that there are no delays in contracting and RFPs
• Provide timely and quality reports on all activities and milestones under the component as required by YouthLed reporting guidelines
  • Timely submission of all program reports
  • Timely submission of all MEL reports
• Provide technical input on program component and implementation

Performs other functions as may be required by the Country Representative, Deputy Representative, Youth Leadership Senior Leadership Specialist and Chief-of-Party
