L’Union International des Organisation de Secours et Soins Médicaux (UOSSM International) , since its establishment in 2012, has been providing humanitarian assistance, medical relief, and healthcare services to people affected by the crisis in Syria, Turkey, and other countries. UOSSM is a non-governmental organization registered in France and has a country office (Mission) in Gaziantep with a capacity of 65 staff in Turkey, Gaziantep, and about 1800 staff inside Syria, providing health services to around 1.5 m beneficiaries annually. UOSSM delivers services related to Health, Protection, Nutrition, Mental health, referral ambulance services, and other interrelated ones… Our largest achievements are focusing on operating vital hospitals and a big number of PHC centers in the northwest of Syria to 1) deliver primary care, trauma care, and psycho-social support services, 2) support clinics and hospitals with medicine, medical supplies, and operating expenses, 3) train and develop human capital and medical practitioners caring for victims of war, 4) collect data to improve the quality, quantity, and types of health services provided, 5) coordinate with partner organizations to ensure that aid reaches those in need and engage the international governments, international bodies and the public for support. Summary:

The program officer is responsible for overall management of the program fund. She reports to the program coordinator. HeShe is in charge of managing the program within all its disciplines, tools, and deliverables. This requires working constructively with colleagues across partners, remotely, and across other departments. The program officer is in charge of increasing partner satisfaction and contributes to finding added-value deliverables by managing program resources and reporting. The Program officer develops plans and implements project management procedures and tools. The program officer aligns his roles and activities with the program management department. HeShe ensures a smooth flow of information internally and externally. Also, the program officer manages compliance with partners’ agreements and requirements. This position requires an individual who is accustomed to the pace of emergency response programming, has experience in successfully leading a diverse team, is flexible and highly responsive, and can work well under pressure.

DUTIES AND RESPONSIBILITIES

Development:
1- Develop a monthly plan to implement the program. It includes all disciplines, levels, activities and other interrelated industries.
2- Providing recommendations in line with the program development. It includes learned lessons, challenges and risks.

Implementation:

1. Kick off the program and incorporate all relevant stakeholders’ inputs, in addition to the inclusion of departments and Syria team staff.

2. Integrate new componentsrequests with the main program objectives.

3. Provide the program work plans that ensure efficient implementation across different projects towards achieving the set objectives and results.

4. Manage activities in Turkey and follow up with Syria staff in Syria and provide them with the necessary technical support

5. Close follow-up with the operations on the procurement plans, ensuring efficient supply chain management processes are in place.

6. Field visits and perform spot checks for activities inside Syria.

7. Manage internal meetings, monthly review meetings, and external ones with donors.

8. Hold regular meetings with the programs department members to ensure synergies are in place, good information-sharing practices, and close follow-up of the work plans.

9. Report program progress and liaise with other departments for functional reports.

10. Manage the project archiving process.

11. Represent the program with external partners and the steering committee.

12. Report incident reports and incident activities related to program management.

Qualification and Experience:

  • Bachelor degree
  • Work experience in the same field: one year
  • Languages:
  1. English B2,C1
  2. Arabic C1,C2
  • MS Programs -Excel-Word: intermediate level
  • PMD training
  • Turkish nationality or resident permit is required
